In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Part I of Annex I. To ensure the highest possible absorption of the transferred funds in all Member States eligible for funding from the Cohesion Fund, the Commission may organise additional calls.
3. Ter ondersteuning van lidstaten die in aanmerking komen voor steun uit het Cohesiefonds en die moeite hebben om projecten uit te werken welke voldoende rijp zijn, voldoende kwaliteit bieden en voldoende meerwaarde voor de Unie opleveren, wordt bijzondere aandacht besteed aan programmaondersteunende acties die gericht zijn op de versterking van de institutionele capaciteit en efficiëntie van overheidsinstanties en overheidsdiensten die zich bezighouden met de ontwikkeling en de uitvoering van de in deel I van bijlage I vermelde projecten. Including the new decisions, the Fund's budget for a total of €1 billion has been allocated to concrete assistance programmes for refugees and host communities in the region. These programmes support basic education and child protection, training and higher education, better access to healthcare, improved water and waste-water infrastructure, as well as support to resilience, economic opportunities and social inclusion.

The aim of this Regulation is to provide for a European code of conduct in order to support and facilitate Member States in the organisation of partnerships for Partnership Agreements and programmes supported by the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Cohesion Fund, the European Agricultural Fund for Rural Development (EAFRD) and the European Maritime and Fisheries Fund (EMFF).

In order to ensure efficient allocation of funds from the general budget of the Union, consistency, complementarity and synergies should be sought between funding programmes supporting policy areas with close links to each other, in particular between the Programme and the Justice Programme established by Regulation (EU) No 1382/2013 of the European Parliament and of the Council , the ‘Europe for Citizens’ Programme, the "Europe for Citizens" Programme, the European Union Programme for Employment and Social Innovation established by Regulation (EU) No 1296/2013 of the European Parliament and of the Council and other programmes in the areas of employment and social affairs; home affairs; health and consumer protection; education, training, youth and sport; the information society; enlargement, in particular the Instrument for Pre-accession Assistance (IPA II) and the European Structural and Investment Funds, the common provisions of which are laid down in Regulation (EU) No 1303/2013 of the European Parliament and of the Council

(d) Support for main actors, such as support for Member States when implementing Union law and policies; support for key European level networks whose activities are linked to the implementation of the objectives of the Programme; support with action grants and operating grants for NGOs or other organisations pursuing the objectives of the Programme, in particular those of combating violence against children and women; networking among specialised bodies and organisations, national, regional and local authorities at European level; funding of experts' networks; the establishment and implementation of support programmes for victims and groups at risk in the field of preventing and combating violence; funding of European level observatories.

Responsibilities for setting up the programmes involve the Commission, the EBRD, the CPMA (Central Projects Management Agency), the Assembly of Contrib­utors to the International Decommissioning Support Funds, Nuclear plants operators and the Member States concerned. The Commission did not ensure that the broad priorities set out in the Accession Treaties and subsequent Council Regula­tions were translated into a coherent set of detailed targets and indicators.

10. Is concerned at the complexity of EU financial regulations and guidelines for European financial instruments, in particular when European funds and programmes are used to support individual enterprises through the provision of relatively small amounts of funding; considers that the expense in terms of time and money involved in complying with these regulations is out of all proportion to the benefits for the final recipient of the funding; calls for streamlined management, administrative and reporting efficiency and cost-effectiveness in connection with innovative financial instruments; insists that banks, intermediaries and beneficiaries must not be discouraged or deterred from using programmes and funds by the administrative burdens involved; asks the Commission to propose simplified and less costly regulations and guidelines, especially for programmes intended to support low-volume SME finance in the form of guarantees and mezzanine or equity instruments;

It will also contribute to greater transparency in the production process. The programme could likewise enable the European Union to explore possibilities to cooperate with the Council of Europe’s Eurimages Support Fund for the co-production of cinematographic works, with a view to promoting the competitiveness of the European audiovisual sector on the international market.
Deze participatie bevordert de toegang van bedrijven in de sector tot informatie alsook de informatieverspreiding, en draagt eveneens bij tot de transparantie van het productieproces.Verder biedt het programma de Europese Unie ruimte om de mogelijkheden te verkennen om samen te werken met Eurimages, het fonds van de Raad van Europa voor steun aan de coproductie van cinematografische werken, teneinde het concurrentievermogen van de Europese audiovisuele sector op de internationale markt te stimuleren.
