In its conclusions on mobility information services for artists and for culture professionals , the Council confirmed the importance of the mobility of artists and cultural professionals for the Union and for achieving its objectives within the Europe 2020 Strategy, and called on the Member States and the Commission, within their respective spheres of competences and with due regard to the principle of subsidiarity, to facilitate the provision of comprehensive and accurate information to artists and cultural professionals seeking to be mobile within the Union.

Since the objectives of this Directive, namely the rationalisation, simplification and improvement of the rules for the recognition of professional qualifications, cannot be sufficiently achieved by the Member States as it would inevitably result in divergent requirements and procedural regimes increasing regulatory complexity and causing unwarranted obstacles to mobility of professionals but can rather, by reason of coherence, transparency and compatibility, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Calls on the Commission and the Member States to develop a coherent approach across the education systems in the Union to the professional orientation process, based on similar coaching formulae that enable younger people to obtain training in work-oriented areas chosen by them as part of their career path; points out that training systems should be based on the mutual recognition of diplomas and vocational certificates and should include language instruction, with a view to eliminating communication barriers within the Union; considers that retraining measures should strike a balance between emotional and professional wellbeing, so that professional retraining is not seen as a handicap or an obstacle to professional development;

Stresses the importance of implementing the mutual recognition of professional qualifications, calling on the Commission to sustain efforts for the negotiation of mutual recognition agreements in close coordination with the competent authorities and professional organisations and associations concerned; proposes that consideration be given to providing the relevant information necessary through these bodies both to professionals in the European Union wishing to work in the United States and professionals in the United States coming to work in the European Union;
6. benadrukt dat het van belang is tot een wederzijdse erkenning van beroepskwalificaties te komen, en verzoekt de Commissie inspanningen ten behoeve van het sluiten van overeenkomsten inzake wederzijdse erkenning in nauwe samenwerking met de bevoegde autoriteiten en betrokken beroepsorganisaties en verenigingen te ondersteunen; stelt voor te overwegen om via deze organen de nodige relevante informatie te verstrekken aan zowel professionals in de Europese Unie die in de Verenigde Staten willen gaan werken als aan professionals in de Verenigde Staten die in de Europese Unie komen werken;
