The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.

On the basis of the strategy endorsed by the European Council at the Luxembourg Summit in December 1998 and the financial framework agreed at the Berlin Summit in March 1999, the three pre-accession instruments - Phare, Instrument for Structural Policies for Pre-accession (ISPA) and Special Accession Programme for Agriculture and Rural Development (SAPARD) - provide annually up to EUR 3,174 million in pre-accession assistance (2000 figures) to the ten applicant countries in central and eastern Europe [2] for the 2000-6 period.
Overeenkomstig de door de Europese Raad tijdens de Top van Luxemburg in december 1998 onderschreven strategie en het financieel raamwerk waarover tijdens de Top van Berlijn in 1999 overeenstemming is bereikt, wordt in de periode 2002-2006 jaarlijks tot een maximaal bedrag van 3.174 miljoen EUR (cijfers uit 2000) pretoetredingssteun verleend aan tien kandidaat-lidstaten in Midden en Oost Europa [2] door middel van de drie pretoetredingsinstrumenten, te weten Phare, ISPA (het pretoetredingsinstrument voor het structuurbeleid) en Sapard (het speciale toetredingsprgramma voor landbouw en plattelandsontwikkeling).

In addition to the initial pre-financing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial pre-financing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial pre-financing from the specific allocation for the YEI to 30 % (the ‘additional initial pre-financing amount’).

110. Points out that as of 30 June 2013 gross pre-financing amounted to EUR 81 billion of which 75 % (approximately EUR 61 billion) existed already more than 18 months ago and 20 % (EUR 16 billion) existed more than six years ago; notes that unnecessary extended periods of pre-financing can lead to an increased risk of error or loss, is of the opinion that pre-financing can and should not exceed EUR 50 billion; notes that under shared management pre-financing payments are not conditioned by the existence of a guarantee; suggests therefore that the Commission should provide in the reports of the accounting officer a breakdown of pre-financing payments by year of their accrual and by Member State;

33. Considers that pre-commercial procurement can work most effectively if there are sufficient incentives for public authorities to tap into research and development markets and for suppliers to become involved in government projects; notes therefore that financial incentives are extremely important in the uptake of pre-commercial procurement and already exist in certain Member States, where a substantial proportion of the costs of the first pre-commercial procurement can be matched by a central authority;
33. is van oordeel dat precommerciële inkoop het best zal functioneren als er voldoende stimulansen voor de overheid zijn om van de OO-markten te profiteren en als er voldoende prikkels voor de leveranciers zijn om bij overheidsprojecten betrokken te raken; wijst er daarom op dat financiële stimuleringsmaatregelen van het grootste belang zijn voor de acceptatie van precommerciële inkoop en dat financiële prikkels in bepaalde lidstaten al bestaan, waarbij een aanzienlijk aandeel van de kosten van de eerste precommerciële inkoop door een centrale autoriteit kunnen worden aangevuld;

29. Considers that the concept of pre-commercial procurement is important, but fears that it will be unsuccessful in drawing in SMEs unless it is clearly understood how pre-commercial procurement is to work, particularly in a cross-border context; points out that the key principle of pre-commercial procurement – namely that the public authority does not keep all benefits resulting from the research and development, but that each company retains the ownership rights in respect of the new ideas it generates – ensures legal certainty and the protection of ideas for participating businesses;

In order to provide pre-accession assistance to Croatia it is appropriate to include it as a beneficiary under Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE) , Council Regulation (EC) No 1267/1999 of 21 June 1999, establishing an instrument for structural policies for pre-accession (ISPA) and Council Regulation (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period (SAPARD).
