Is concerned that cloud infrastructures for researchers and universities are fragmented; calls on the Commission, in cooperation with all relevant stakeholders, to set up an action plan to lead to the establishment of the European Open Science Cloud by the end of 2016, which should seamlessly integrate existing networks, data and high-performance computing systems and e-infrastructure services across scientific fields, within a framework of shared policies, standards and investments; believes that it should serve as a stimulus to the development of clouds beyond science, to better interconnected innovation centres, start-up ecosystems, and improved cooperation between universities and industry in commercialising technology, in compliance with relevant confidentiality rules, and to facilitating international coordination and cooperation in this field;

We plan to jointly allocate up to EUR 348 million to cooperation in areas such as science, academic exchanges – including Erasmus Mundus –, culture, environmental protection and renewable energy, as well as the stimulation of bilateral trade relations.

The new instruments foster linkage between basic scientists and clinicians, between academia and industry, between disciplines (physicists, geneticists, computer scientists, etc.), involving both the natural sciences and experts in ethics and social sciences, and between the scientific communities and consumer and patient organisations, etc. The goal of stimulating these interactions is not unique to Europe, but the European experience may benefit the international scientific community and serve as a model for other nations.
De nieuwe instrumenten stimuleren tot een koppeling tussen fundamentele wetenschappers en clinici, tussen universiteiten en de industrie, tussen disciplines (fysici, genetici, informatici enz.) uit zowel de natuurwetenschappen als de ethiek en de sociale wetenschappen en tussen de wetenschappelijke wereld en consumenten- en patiëntenverenigingen enz. 14. Calls on the Commission and the Member States to develop a new approach to the Community's research efforts which focuses on objectives and the way in which these European objectives can be achieved in a global context, and therefore urges the Commission to make the sixth framework programme an effective means of achieving these objectives; cooperation must continue to be constantly stimulated in the newly established sixth framework programme; the framework programme should be conceived sufficiently flexibly to make it possible to respond rapidly and without substantial administrative involvement to new challenges (comparable to the BSE crisis, for example), through a process of self-organisation by European science; stresses that the planned establishment of a high-speed network to facilitate European research efforts should be regarded as entailing substantial European added value;
14. verzoekt de Commissie en de lidstaten een nieuwe werkwijze in het communautaire onderzoek te ontwikkelen, waarin doelstellingen en de wijze waarop deze Europese doelen in mondiaal verband gerealiseerd kunnen worden, centraal staan en dringt er daarom bij Europese Commissie op aan om het zesde kaderprogramma een effectief middel ter verwezenlijking van deze doelen te laten zijn; is verder van mening dat samenwerking ook in het nieuw op te zetten zesde kaderprogramma blijvend moet worden gestimuleerd waarbij het kaderprogramma flexibel moet worden opgezet zodat op nieuwe uitdagingen (bijvoorbeeld BSE-crisis) slagvaardig en zonder al te grote bureaucratische rompslomp door zelf-organisatie van de Europese wetenschap kan worden gereageerd; wijst erop dat de geplande invoering van een hogesnelheidsnetwerk, om het Europese onderzoek te vergemakkelijken, als een aanzienlijke Europese meerwaarde moet worden beschouwd;

We will promote scientific and technological co-operation in order to strengthen national capabilities, to tackle jointly global challenges, to stimulate investment and to encourage business partnerships involving transfer of technologies and know-how, thus helping to promote sustainable development, specially through the action plan and co-operation agreement agreed by the Ministers of Science and Technology in their meeting of March 2002 in Brasilia.
56. Wij zullen de samenwerking op wetenschappelijk en technologisch gebied bevorderen om de nationale bekwaamheid te vergroten, gezamenlijk mondiale uitdagingen aan te gaan, investeringen te stimuleren en zakenpartnerschappen met overdracht van technologie en knowhow aan te moedigen; aldus, en meer bepaald via het actieplan en de samenwerkingsovereenkomst waarover de ministers van Wetenschappen en Technologie tijdens hun bijeenkomst in maart 2002 in Brasilia overeenstemming hebben bereikt, zullen wij duurzame ontwikkeling helpen bevorderen.
