The European Community seized this historic opportunity and launched two programmes (Phare [2] and later Tacis [3]) to assist the Central and Eastern European countries (CEEC) [4] and the countries of the former Soviet Union (plus Mongolia) in their transition towards democracy and market economies and to ensure political stability in the region.

Community funding is provided through various instruments; the main source of funding is Article 10 of the ERDF (ECU 400 m between 1994 and 1999), which comprises the Recite, Ecos/Ouverture and Atlantis programmes, but funding is also provided under Article 6 of the ESF Regulation, Article 8 of the EAGGF, Pacte, the Phare democracy and partnership programmes and LIEN, further supplemented by the Phare-CBC and Meda budget headings.

The Commission has decided to support 52 projects aimed at promoting democracy in Central and Eastern Europe through its PHARE Democracy Programme.
