Considers that the European Union's capacity to prevent, respond to, manage and resolve crises has proven to be insufficient, and requests the Council, following its previous recommendations on the establishment of a European Civil Peace Corps, to gradually transform the civilian aspects of the European Security and Defence Policy into a ‘Civil Peace Service’ for the management of short-term civilian crises and longer-term peace-building; is of the opinion that, within this framework, the European Union should strengthen civil society networks on the ground — at sub-national, national and regional levels — so as to foster confidence-building, capacity-building, monitoring and awareness-raising, thereby supporting the institutionalisation of civil society participation in regional and sub-regional peace and security structures;
is van mening dat de capaciteit van de Europese Unie voor het voorkómen van, reageren op, beheersen van en oplossen van crises onvoldoende is gebleken en verzoekt de Raad, na zijn eerdere aanbevelingen aangaande de oprichting van een Europees Civiel Vredeskorps, de civiele aspecten van het Europees veiligheids- en defensiebeleid geleidelijk om te vormen tot een „civiele vredesdienst” voor de beheersing van kortstondige civiele crises en langdurige vredesopbouw; is van mening dat de Europese Unie in dit kader netwerken van het maatschappelijk middenveld moet versterken die op subnationaal, nationaal en regionaal niveau in het veld zijn opgezet, teneinde vertrouwen, capaciteitsopbouw, monitoring en bewustmaking te bevorderen, waarmee tegelijkertijd steun wordt verleend aan de institutionalisering van de participatie van het maatschappelijk middenveld in regionale en subregionale vredes- en veiligheidsstructuren;

Regards it as important to strengthen the conflict resolution civil capacity; therefore calls on the Council and the Commission to establish an EU Civil Peace Corps for crisis management and conflict prevention as requested by the European Parliament;

Draws attention, as regards the planning for future EU mixed civil/military missions, to the proposals and ideas contained in the report entitled "A Human Security Doctrine for Europe"; welcomes in this regard not only the current developments in the field of ESDP, such as the establishment of Civ/Mil, which are in congruence with the general direction of this report, but also the future creation of a European Voluntary Humanitarian Aid Corps as provided for in Article III-321(5) of the Treaty establishing a Constitution for Europe; notes, however, that the European Voluntary Humanitarian Aid Corps is primarily envisaged, in that article, as "a framework for joint contributions from young Europeans"; demands therefore that the framework of this be either expanded or complemented by the setting-up of a complementary "Corps" drawing upon the experience and expertise of mid- and post–career professionals, so as to create a functional corps more along the lines of the European Civil Peace Corps - as proposed on several occasions by the Parliament;
19. vraagt ten aanzien van de planning van toekomstige gemengde civiel-militaire missies van de EU aandacht voor de voorstellen en ideeën in het rapport "Een doctrine voor menselijke veiligheid in Europa"; is in dit verband niet alleen verheugd over de tegenwoordige ontwikkelingen op het gebied van het EVDB, zoals de oprichting van de Civ/Mil Cel, die in de algemene richting van dit verslag passen, maar ook met de in artikel III-321.5 van het Verdrag tot vaststelling van een Europese Grondwet in het vooruitzicht gestelde oprichting van een Europees vrijwilligerscorps voor humanitaire hulp; merkt evenwel op dat het in de eerste plaats gaat om het Europese Vrijwilligerscorps voor Humanitaire Hulp, als "een kader voor gezamenlijke bijdragen van jonge Europeanen"; verlangt daarom dat het kader hiervan wordt uitgebreid of aangevuld door de oprichting van een aanvullend Corps, om te profiteren van zowel de ervaring en deskundigheid van professionals halverwege of aan het eind van hun carrière bij de totstandkoming van een functioneel corps dat meer overeenkomst vertoont met het Europese Civiele Vredescorps, waarop het Parlement diverse malen heeft aangedrongen;

Reiterates that, in order to achieve the goals defined in the ESS, it is necessary to establish a European Civil Peace Corps, as has been recommended by the European Parliament on various occasions since 2000, in order to assure the possibility of civilian rapid reaction in crisis situations that risk escalating into violence and terrorism and for carrying out humanitarian tasks in response to natural or manmade disasters such as the 2004 tsunami; the task of the Civil Peace Corps would be to coordinate at a European level the training and deployment of civilian specialists to carry out practical peace-making measures such as arbitration, mediation, distribution of non-partisan information, detraumatisation, confidence-building between warring parties, provision of humanitarian aid, reintegration, rehabilitation, reconstruction, education, and monitoring and improving the human rights situation, including human rights accompaniment measures;

8. Invites the future Presidencies, the Commission and the Secretary-General/High Representative to pay greater attention to the proposals submitted by the European Parliament, including the proposal calling for the establishment of a European Civil Peace Corps, and to guarantee that resources are set aside for this Peace Corps;
8. verzoekt de toekomstige voorzitterschappen, de Commissie en de secretaris-generaal/hoge vertegenwoordiger meer aandacht te schenken aan de voorstellen van het Europees Parlement, waaronder het voorstel betreffende de oprichting van een Europees civiel vredeskorps, alsmede te waarborgen dat er middelen voor een dergelijk korps worden gereserveerd;

At the sitting of 17 July 1998 the President of Parliament announced that he had referred to the Committee on Foreign Affairs, Security and Defence Policy the proposal for a recommendation to the Council by Mr Spencer and 38 other Members on the establishment of a European Civil Peace Corps (B4-0791/98).

A proposal was also made by some Members that the peace- corps' tasks include assisting Member States to deal with major natural disasters in the Union (floods, fires, earthquakes, etc.).
