10. onderstreept het belang van de acht centrale prioriteiten die in het gezamenlijk verslag over de nationale plannen zijn geïdentificeerd en wenst dat een diepgaander proces van voorlichting, raadpleging en deelname bij de uitwerking, follow-up en evaluatie van deze plannen op nationaal, regionaal en plaatselijk niveau in gang wordt gezet, waarbij niet alleen nationale maar eveneens regionale en plaatselijke instellingen alsook de NGO's en de sociale en economische actoren en partners worden betrokken, alsmede de organen die de uitgeslotenen zelf of degenen die het slachtoffer van uitsluiting dreigen te worden vertegenwoordigers; wijst in het bijzonder op de noodzaak om de nationale en regionale parlementen van de lidstaten te betrekken bij de opstelling, begeleiding en evaluatie van de nationale actieplannen tegen sociale uitsluiting;
