Calls for a strengthening of the international system of treaties and regimes against the proliferation of weapons of mass destruction; stresses the need for closer cooperation between the EU and the United States in combating terrorism and the proliferation of weapons of mass destruction, in compliance with international law, and for both sides to support the role that the UN must play in these areas; urges the Council to discuss with its US counterparts how to make a positive approach to future NPT Preparatory Committees (NPT PrepComs), as a first opportunity to strengthen the global non-nuclear proliferation regime in the run-up to the NPT Review Conference in 2010; underlines the need to discuss at the summit a number of nuclear disarmament initiatives based on the '13 practical steps' agreed to unanimously in the 2000 NPT Review Conference; hopes that at this summit the US Administration will be willing to adopt a common strategy with the EU aimed at making progress on disarmament in terms of both weapons of mass destruction and conventional weaponry; calls on the EU and the United States to avoid the potential vacuum in the period 2009-2010, when the major agreements on disarmament will be due to be renewed; hopes that the very important agreements reached in 1999, 2000 and 2001 with Russia will be maintained; calls on the United States to ratify the Comprehensive Test Ban Treaty (CTBT) as a meaningful step towards reducing the operational relevance of nuclear weapons;

Calls on the Council Presidency to address the lack of action by the European Union in Darfur; welcomes the African Union/United Nations Hybrid operation in Darfur (UNAMID), unanimously approved on 31 July 2007 by United Nations Security Council Resolution 1769 (2007) as a small step in the right direction; notes that UNAMID took over from the African Union Mission in Sudan (AMIS) on 31 December 2007, and has an initial mandate expiring on 31 July 2008; expects that the 7 000-strong AMIS, which has hitherto been responsible for peacekeeping, will merge into this new force and that all necessary measures to ensure the ability of UNAMID to fulfil its mandate will be undertaken, including periodic review of the number of peacekeepers deployed; insists, none the less, that the arrest warrants issued by the ICC in relation to Darfur must be executed as soon as possible; notes that the inadequacy of the measures to combat the humanitarian disaster in Darfur was one of the reasons behind the worsening of the political and social situation in Chad; calls for immediate measures to be taken to provide greater assistance for that country;

Measures to improve structural and operational processes consisted in the appointment of a Risk Review Committee to conduct a comprehensive analysis of all the group’s risks, the establishment of an independent risk register area to assess operational risks and the setting up of risk management units in the corporate banking and real estate financing business areas.
Maatregelen ter verbetering van de ontwikkelings- en bedrijfsprocessen bestonden uit de instelling van een „risk review”-comité voor een overkoepelende analyse van alle concernrisico's, het opzetten van een zelfstandige afdeling concernrisicoregistratie voor de beoordeling van operationele risico's en de instelling van eenheden voor risicobeheer in de segmenten „zakelijke klanten” en „vastgoedfinanciering”. Voorts is er een projectteam ingesteld voor de consequente structurering van kritiekpunten in onderzoeksrapporten en de afhandeling ervan. Therefore, the concept of the Common Unit proposed by the Commission in its Communication of 2002 and endorsed by the European Council should be reviewed: certain more strategic co-ordination tasks could remain with SCIFA +; the more operational tasks could be entrusted to a new permanent Community structure able to exercise this day-to-day management and co-ordination tasks and to respond in time to emergency situations.

Whereas the European Council of 24 and 25 March 1999 invited the Commission to submit, before 1 January 2006, a report reviewing the operation of the own resources system and, in particular, the effects of enlargement on the financing of the budget; whereas the report should also review the correction of the budgetary imbalances granted to the United Kingdom as well as the granting to Austria, Germany, the Netherlands and Sweden of the reduction in the financing of the budgetary imbalances in favour of the United Kingdom; whereas the report should also address the feasibility of creating new autonomous own resources as well as arrangements for the possible introduction of a fixed uniform rate applicable to the VAT assessment bases; whereas the Commission will submit that report before 1 January 2004; whereas, on the basis of that report, the Commission will submit, before 1 January 2005, a proposal for a Council decision which will replace this Decision on 1 January 2007; whereas that decision is to include provisions concerning the replacement of the VAT resource by new, autonomous own resources; whereas those new resources should be directly connected with ordinary citizens and not increase the tax burden they bear; whereas, furthermore, provisions should be included for the gradual phasing-out of the compensatory mechanism established in favour of the United Kingdom; whereas, it should enter into force simultaneously with the beginning of the new financial perspective from 2007 with a view to improving consistency between the revenue and expenditure sides of budgetary policy;
Overwegende dat de Europese Raad van 24 en 25 maart 1999 de Commissie heeft verzocht vóór 1 januari 2006 een verslag in te dienen over de werking van het stelsel van eigen middelen en in het bijzonder de gevolgen van de uitbreiding voor de financiering van de begroting; dat in het verslag ook de correctie voor begrotingsonevenwichtigheden ten behoeve van het Verenigd Koninkrijk en de verlaging van het aandeel van Duitsland, Nederland, Oostenrijk en Zweden in de financiering van deze correctie zou moeten worden behandeld; dat in het verslag tevens de mogelijkheid zou moeten onderzocht worden om nieuwe autonome eigen middelen te creëren, alsook regelingen voor de mogelijke invoering van een vast uniform percentage dat op de BTW-grondslagen moet worden toegepast; dat de Commissie dit verslag vóór 1 januari 2004 moet indienen; dat zij op basis van dit verslag vóór 1 januari 2005 een voorstel voor een besluit van de Raad moet indienen, dat het onderhavige besluit per 1 januari 2007 vervangt; dat in dit besluit voorschriften moeten worden opgenomen betreffende de vervanging van de BTW-middelen door nieuwe autonome eigen middelen; dat deze nieuwe middelen direct verband moeten houden met de burgers en voor hen geen lastenverzwaring mogen inhouden; dat in dit besluit bovendien voorschriften worden opgenomen betreffende een geleidelijke afschaffing van het compensatiemechanisme voor het Verenigd Koninkrijk; dat dit besluit tegelijk met het begin van de nieuwe financiële vooruitzichten vanaf 2007 in werking moet treden om de ontvangsten- en uitgavenzijde van het begrotingsbeleid beter op elkaar af te stemmen,
