The European air safety list was also updated to reflect air carriers in existence in States referenced on the list in previous decisions: for the Democratic Republic of Congo, Jet Congo Airways was added; for Equatorial Guinea, Punto Azul was added whilst GETRA, Guinea Airways, UTAGE, Euroguineana de Aviacion y Transportes, General Work Aviacion, Star Equatorial Airlines and EGAMS were removed upon evidence they ceased operations; for Indonesia, TransNusa Aviation Mandiri, Enggang Air Service, Surya Air, Ersa Eastern Aviation and Matthew Air Nusantara newly certified in Indonesia were added, whilst Megantara was removed upon evidence they ceased operations; for Mauritania, Mauritania Airlines was added whilst Mauritania Airways was removed upon evidence it ceased operations; for the Philippines, Aero Equipment Aviation Inc, AirAsia Philippines, Certeza Infosys Corp., Mid-Sea Express, Southern Air Flight Services, NorthSky Air Inc., Island Helicopter Services were added.

A Member State, following consultations with the other Member States concerned and after having informed the Commission, the airports concerned and air carriers operating on the route, may impose a public service obligation in respect of scheduled air services to an airport in its territory, any such route being considered vital for the economic and social development of the region █which the airport serves .

Such obligations may be imposed according to the provisions of the Regulation on market access, where for particular regions it is economically vital to ensure that sufficient scheduled air services are provided where otherwise none or unsatisfactory air services would be operated.

Moreover, Member States will have to perform regular inspections to verify the compliance with the proposed Regulation of air carriers using airports in their territory, or air carriers and air operators under their control (to which they have delivered an operating licence -air carriers- or an aircraft operator's certificate).

Furthermore, the Directive harmonised the conditions to finance the provision of such universal services (e.g. definition of services that can be reserved) and the conditions in which non-reserved services can be provided (e.g. using authorisation or licencing systems to impose universal service obligations on operators providing services which are within the scope of the universal service and the option for Member States to oblige such operators to pay into a compensation fund to cover eventual shortfalls in revenue that the universal service provider might suffer as a result of the extra costs imposed by its universal service obligations).
