Expresses its concern about reports according to which the operating company has informed the regulatory authorities about several inspection failures shortly before the Fukushima nuclear accident occurred; asks the Commission in the light of such potential regulatory failures to analyse the effectiveness, competences and independence of the regulatory supervision in Europe and to suggest improvements, where necessary; asks the Commission to this end to examine possibilities to establish an EU nuclear safety regulatory authority on the basis of the WENRA framework with the necessary competences to ensure a common approach to nuclear safety;

Endorses the Commission's analysis that it is important to maintain the contribution of nuclear energy in the energy mix, and to that end to promote without delay the establishment of a harmonised regulatory and economic framework facilitating the necessary investment decisions; calls on the Commission to draw up a specific road map for nuclear investments; considers it imperative to launch a debate within society, without prejudging the outcome, on the safe use of this source of energy; calls on the Commission to promote, as an integral part of European Neighbourhood Policy, the adoption by neighbouring countries of the acquis communautaire in nuclear safety every time a new nuclear plant is planned or an old plant is upgraded in these countries;

According to the Convention on Nuclear Safety ‘licence’ means any authorisation granted by the regulatory body to the applicant to have the responsibility for the siting, design, construction, commissioning, operation or decommissioning of a nuclear installation.
