The Commission will continue to support the Innovation Relay Centres Network, encouraging synergies with other business support networks , such as the EuroInfo Centres, with a view to creating “one-stop shops” where possible and improving and extending the range, efficiency and quality of the services they provide.

3. Calls for the fight against child poverty to focus on prevention through the provision of equal access to high-quality early childhood education and childcare services, in order to prevent children from starting school life with multiple disadvantages, and to other facilities for children (such as activity centres available during term-time and holiday periods, and extracurricular cultural and sports activities), ensuring that the network of such services and centres covers all areas adequately; calls for financial support for services having proven their worth and for the systematic integration of policies designed to support poor families into all relevant areas of activity, combining a universal approach with targeted measures for the most vulnerable families, in particular the families of children with disabilities, single-parent families and families with large numbers of children; calls for the parent-child relationship to be given particular attention in programmes to combat poverty and social exclusion, so as to prevent children being placed in care as a consequence of severe poverty;

For example, the strengthening of Commission control over the effective application of the rules of the internal market; clear increases to the resources provided to SOLVIT centres (the commissioning of experts on the elements of the internal market, an increase in funds for the national centres, specialised and up-to-date training of existing specialist personnel, coordinated online links between local centres and Commission services); and significant investment in the promotion and advertising of the SOLVIT network by the Member States and Commission through all social communication methods, promoting a high level of connection with the public and firms. For all these reasons, I support the Buşoi report on SOLVIT.

Takes the view that the exclusion of health services from the Services Directive, which was intended to identify health services as a higher good for the European Union, calls for accompanying measures such as better networking and coordination among the centres of reference; points out that the cooperation between Member States in network centres of reference promises to provide an exchange of high-quality expertise and thus European added value, and benefits to patients with specific needs;

Invites the Commission to encourage the use of reformed networks of Euro Info Centres and Innovation Relay Centres for providing complex services at regional level for all players involved in the innovation process, particularly for individual innovators and small innovative companies; encourages sectoral and intermediary organisations such as chambers of commerce and other information centres to set themselves up, in cooperation with the Euro Info Centres and Innovation Relay Centres as one-stop information shops; calls, furthermore, on the Commission to support the role that intermediary organisations representing SMEs play as innovation developers and advisors, by generating support for this advisory mechanisms;

The constituent national units of the NARIC network, the Eurydice network, the Euroguidance network, the National Support Services for the eTwinning Action and the Europass National Centres act as instruments to implement the programme at national level, in conformity with the provisions of Article 54(2)(c) of Regulation (EC, Euratom) No 1605/2002 and of Article 38 of Regulation (EC, Euratom) No 2342/2002.

The Commission will reinforce the role of the European support networks 'Euro Info Centres (EICs)' and the 'Innovation Relay Centres (IRCs)' by involving them in promoting business cooperation and ensuring streamlined delivery of all EU-wide support services, not only by these networks, but also by the Business Innovation Centres (BICs).
