3. Stresses the possibilities for micro-enterprises and SMEs to gain access to finance through innovative financial instruments and innovative schemes provided by the ESI Funds and points out the need to increase the scope and guarantee the legal clarity of these instruments, including flexible micro-financing instruments, and to share best practices, given that difficulties in accessing finance are one of the main obstacles standing in the way of the growth of micro-enterprises and SMEs; recalls that the role of financial instruments could be strengthened to guarantee revolving funds, foster public-private partnerships and achieve a multiplier effect with the EU budget; welcomes, in this connection, the extension of the scope of financial instruments to include all thematic objectives and all ESI Funds in the 2014-2020 programming period;

Asks Member States and regions to put effective information and support systems in place so as to enable micro-enterprises and SMEs to benefit from EU funding, and also to adopt ambitious measures as part of the joint risk-sharing mechanism by blending EU budgetary resources, i.e. from COSME, Horizon 2020 and the European Structural and Investment (ESI) Funds; notes, furthermore, that the economic and financial crisis has made it hard for micro-enterprises and SMEs to obtain bank loans, and emphasises, therefore, the role of financial instruments as a new means of supporting SMEs in the 2014-2020 programming period;
2. verzoekt de lidstaten en de regio’s om doeltreffende voorlichtings- en ondersteuningsmechanismen te voorzien die micro-ondernemingen en kmo's in staat stellen te profiteren van Europese subsidies, en om daarnaast ambitieuze maatregelen te treffen in het kader van het gemeenschappelijke mechanisme voor risicodeling, door begrotingsgelden van de EU, nl. uit COSME, Horizon 2020 en de Europese structuur- en investeringsfondsen, te combineren; wijst er verder op dat de economische en financiële crisis de toegang tot bankkrediet voor micro-ondernemingen en kmo's heeft bemoeilijkt, en benadrukt de rol van financiële instrumenten als een nieuwe manier om kmo’s te ondersteunen in de programmeringsperiode 2014-2020;

Calls on the Member States to take into account the multidimensional and territorial aspects of poverty, to mobilise sufficient budgetary resources from national budget and EU programmes – primarily from the European Social Fund, the European Regional Development Fund and the European Agricultural Fund for Rural Development – inter alia through the use of Community-Led Local Development, Joint Action Plans, Integrated Territorial Investments and Integrated Operations in order to carry out the objectives identified in their NRIS, to develop integrated multi-sectorial and multi-fund programmes targeting the most deprived micro-regions, to include Roma integration in the partnership agreements for the programming period 2014-2020, and to establish their Operational Programmes for the promotion of equal opportunities and the prevention of discrimination and segregation;
14. verzoekt de lidstaten met de multidimensionale en territoriale aspecten van armoede rekening te houden, voldoende financiële middelen bijeen te brengen van zowel hun nationale begrotingen, als EU-programma’s - vooral van het Europees Sociaal Fonds, het Europees Fonds voor Regionale Ontwikkeling en het Europees Landbouwfonds voor plattelandsontwikkeling - , onder andere via vanuit de gemeenschap geleide plaatselijke ontwikkeling, gemeenschappelijke actieplannen, geïntegreerde territoriale investeringen en geïntegreerde acties, teneinde de doelstellingen in hun nationale strategieën te verwezenlijken, geïntegreerde multisectorale en multifondsprogramma’s te ontwikkelen voor de regio’s met de grootste achterstanden, integratie van de Roma in de partnerschapsovereenkomsten voor de programmeringsperiode 2014-2020 op te nemen en eigen operationele programma’s te maken voor de bevordering van gelijke kansen en de preventie van discriminatie en segregatie;

6. Calls on the Member States to target unallocated aid from the ESF and the other Structural Funds with a view to reducing youth unemployment by supporting SMEs (in particular micro-enterprises, given that 90 % of SMEs are actually micro-enterprises) in creating new jobs and by developing vocational training programmes; calls for the increased and redirected ESF programming to be taken into account in the 2013 budget in view of the imminent end of the current multiannual financial framework;

In order to increase the leverage of EU investments for the current programming period the Commission and the European Investment Fund (EIF) launched JEREMIE ("Joint European Resources for Micro to Medium Enterprises"), targeting new business creation and SME expansion.
