IN-CONTEXT TRANSLATIONS

1. Member States shall ensure that the rights, conditions and procedures concerning general authorisations and rights of use or rights to install facilities may only be amended in objectively justified cases and in a proportionate manner, taking into consideration, where appropriate, the specific conditions applicable to transferable rights of use for radio frequencies.

De lidstaten mogen de rechten om faciliteiten te installeren of gebruiksrechten voor radiofrequenties niet vóór het verstrijken van de periode waarvoor zij verleend zijn beperken of intrekken, behalve in met redenen omklede gevallen en, waar nodig, in overeenstemming met de bijlage en met de relevante nationale bepalingen inzake compensatie voor de intrekking van rechten”.

The objective of transparency requires that service providers, consumers and other interested parties have easy access to any information regarding rights, conditions, procedures, charges, fees and decisions concerning the provision of electronic communications services, rights of use of radio frequencies and numbers, rights to install facilities, national frequency usage plans and national numbering plans.
De beoogde transparantie vereist dat dienstenaanbieders, consumenten en andere belanghebbende partijen gemakkelijk toegang hebben tot alle informatie betreffende rechten, voorwaarden, procedures, bijdragen, vergoedingen en besluiten inzake het aanbieden van elektronische-communicatiediensten, gebruiksrechten voor radiofrequenties en nummers, rechten tot het installeren van faciliteiten, nationale frequentiegebruiksplannen en nationale nummerplannen.

The competent authority may also charge a fee for the rights of use of radio frequencies and for rights to install facilities.
