The EU underlines the need to associate MONUC with the planning of operations in order to allow MONUC to implement its mandate, in particular with respect to the protection of the population and underlines the importance for FARDC and foreign troops legally present in the DRC, to fully respect MONUC's mandate.

Notes that, despite its broad mandate, MONUC has not had sufficient resources to enable it to prevent these massacres, rapes, pillaging, forced recruitment of civilians and child soldiers, and countless other acts of violence and human rights abuses, and therefore calls on the Council and the Commission to ensure that the recent strengthening of MONUC leads to a significant improvement in the security of the populations of North Kivu and, should this not ensue, to urge the United Nations Security Council to give MONUC the means to fulfil its mission, beginning with the effective and lasting protection of the civilian populations of the region;

The Council, while confirming its September conclusions on EU support to UN efforts to strengthen MONUC, stressed that the European Union and its Member States are currently investigating possible contributions to MONUC, with a focus on the specific request made in the third report of the Secretary General of the UN on MONUC.

De Raad heeft zijn conclusies van september over EU-steun aan inspanningen van de VN om MONUC te versterken bevestigd, en benadrukt dat de Europese Unie en haar lidstaten momenteel bezien welke bijdragen zij aan MONUC zouden kunnen leveren, waarbij de aandacht in het bijzonder uitgaat naar het specifieke verzoek in het derde verslag van de secretaris-generaal van de VN over MONUC.

In this context the Council welcomes the current deployment of the MONUC in Kindu in the east of the DRC, and the UN Secretary-General's proposal to increase MONUC personnel.
In verband hiermee verheugt de Raad zich erover dat de MONUC thans in Kindu, in het oosten van de DRC, wordt ingezet en dat de secretaris-generaal van de VN heeft voorgesteld om de getalsterkte van de MONUC op te voeren.

The Council welcomed the recent report on MONUC from the United Nations Secretary-General, which in particular recommends a coordinating role for MONUC in the DDR process and the setting up of an inter-agency consultation mechanism in association with the main donors.
De Raad is ingenomen met het recente verslag van de secretaris-generaal van de Verenigde Naties inzake de MONUC, waarin met name wordt aanbevolen de MONUC op het gebied van ontwapening, demobilisatie en herintegratie een coördinerende rol te geven en een mechanisme voor overleg tussen agentschappen in te stellen waarbij de belangrijkste donors worden betrokken.

The Council welcomed the adoption of resolution 1341 approving the updated concept of operations for MONUC, and underlines the crucial importance of a rapid deployment of the MONUC to verify and supervise the disengagement of troops, in the perspective of a complete, definitive and unconditional withdrawal of foreign troops from the DRC with the ultimate objective to restore the sovereignty, and territorial integrity of the DRC.
De Raad was verheugd over de aanneming van Resolutie 1341 waarbij het geactualiseerde concept voor MONUC-operaties werd goedgekeurd, en onderstreept dat het van cruciaal belang is MONUC snel in te zetten om controle en toezicht uit te oefenen op de troepenscheiding, met het oog op een volledige, definitieve en onvoorwaardelijke terugtrekking van buitenlandse troepen uit de DRC met als uiteindelijke doelstelling de soevereiniteit en territoriale integriteit van de DRC te herstellen.
