In connection with the provision of translation services, the Court of Justice of the European Union submitted that the appellant could not be accepted as a subcontractor of a company invited to tender, on the ground that ‘.the qualification [which he had obtained] from the University of Poitiers (a vocational master’s degree in law, economics and management, private law, lawyer-linguist specialism), even though it [was] a level 2 Master’s Degree, [did] not demonstrate full legal training’ and that ‘that assessment [was] consistent with an established practice of the French translation unit which does not regard the “lawyer-linguist” training offered by the University of Poitiers (Master’s Degree 2) as being legal training which satisfies the requirements set out in paragraph III. 2.1 of the contract notice’, it being made clear that ‘[t]he method of obtaining the degree (“VAE”, or validation of acquired experience) [had] had no effect on the assessment ’.

Underlines the importance of respect for the rights of persons belonging to national minorities; encourages the Member States that have not yet done so to ratify the Council of Europe Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages without further delay and, where relevant, to withdraw reservations and restrictive declarations; calls on Member States to take action to combat discrimination suffered by members of linguistic minorities and to document the results of action taken to protect the right of members of linguistic minorities to use their own language; urges Member States not to discriminate against persons belonging to national or ethnic minorities and to ensure that such people enjoy the rights conferred on them by international and EU law;

Those objectives should include the promotion of cultural and linguistic diversity and media pluralism as defined by Member States in conformity with Community law.

Urges the Iranian authorities to respect internationally recognised legal safeguards with regard to persons belonging to religious, ethnic, linguistic or other minorities, recognised or otherwise; strongly condemns the current disrespect for minority rights and calls for minorities to be able to exercise all rights granted by the Iranian Constitution and international law; urges the Iranian authorities to act constitutionally and eliminate, in law and in practice, all forms of discrimination and other human rights violations against persons belonging to religious, ethnic, linguistic or other minorities, including, inter alia, Arabs, Azeris, Baluchs, Kurds, Baha'is, Christians, Jews, Sufis and Sunni Muslims; calls in particular for the de facto ban on practising the Baha'i faith to be lifted;

This Directive does not interfere with measures taken by Member States, in accordance with Community law, in relation to the protection or promotion of cultural and linguistic diversity and media pluralism, including the funding thereof.
Deze richtlijn doet geen afbreuk aan de maatregelen van de lidstaten om, in overeenstemming met de Gemeenschapswetgeving, de culturele en linguïstische verscheidenheid en de pluriformiteit van de media te beschermen of te bevorderen, alsmede de financiering ervan.

4. This Directive does not affect measures taken at Community level or at national level, in conformity with Community law, to protect or promote cultural or linguistic diversity or media pluralism.

This framework does not therefore cover the content of services delivered over electronic communications networks using electronic communications services, such as broadcasting content, financial services and certain information society services, and is therefore without prejudice to measures taken at Community or national level in respect of such services, in compliance with Community law, in order to promote cultural and linguistic diversity and to ensure the defence of media pluralism.
