In addition to strengthening European legal research, the Commission intends to step up the training of legal practitioners in using and applying EU law in practice.

Council Regulation (EC) No 723/2009 on the Community legal framework for a European Research Infrastructure Consortium[1] (hereinafter referred to as “the ERIC Regulation”) was adopted in order to facilitate the establishment and the operation of large European research infrastructures among several Member States and associated countries by providing a new legal instrument, the European Research Infrastructure Consortium (ERIC).
Verordening (EG) nr. 723/2009 van de Raad betreffende een communautair rechtskader voor een Consortium voor een Europese onderzoeksinfrastructuur[1] (hierna: "de ERIC-verordening") werd aangenomen om de oprichting en exploitatie van grote Europese onderzoeksinfrastructuren tussen meerdere lidstaten en geassocieerde landen te vergemakkelijken door een nieuw rechtsinstrument te creëren, het Consortium voor een Europese onderzoeksinfrastructuur (ERIC).

Given the close cooperation between Member States and the Community in programming and implementing their respective research activities in a complementary manner, as set out in Articles 164 and 165 of the Treaty, it should be for interested Member States, on their own or in conjunction with other qualified entities, to define their needs for the establishment of research infrastructures in this legal format, based on their research and technological development activities and on the requirements of the Community.
Gelet op de nauwe samenwerking tussen de lidstaten en de Gemeenschap bij het op complementaire wijze programmeren en uitvoeren van hun respectieve onderzoeksactiviteiten, zoals is voorgeschreven in de artikelen 164 en 165 van het Verdrag, moeten de belangstellende lidstaten, afzonderlijk of samen met andere bevoegde entiteiten en rekening houdend met hun activiteiten op het gebied van onderzoek en technologische ontwikkeling en met de eisen van de Gemeenschap, omschrijven wat hun behoeften zijn inzake de oprichting van onderzoeksinfrastructuren in deze juridische vorm.

The establishment of research infrastructures as ERICs does not exclude that research infrastructures of pan-European interest that have another legal form can equally be recognised as contributing to the progress of European research, including to the implementation of the roadmap developed by ESFRI.
De oprichting van onderzoeksinfrastructuren met de status van ERIC sluit niet uit dat ook ten aanzien van onderzoeksinfrastructuren van pan-Europees belang met een andere rechtsvorm kan worden erkend dat zij bijdragen tot de vooruitgang van Europees onderzoek, met inbegrip van de uitvoering van de door het ESFRI ontwikkelde routekaart.
