The SEA Protocol was adopted in Kiev on 21 May 2003 and subsequently signed by 36 States and the European Community.

This Protocol shall be open for signature at Kiev (Ukraine) from 21 to 23 May 2003 on the occasion of the fifth Ministerial Conference ‘Environment for Europe’, and thereafter at United Nations Headquarters in New York until 31 December 2003, by all States which are Members of the United Nations and by regional economic integration organisations constituted by sovereign States Members of the United Nations to which their Member States have transferred competence over matters governed by this Protocol, including the competence to enter into treaties in respect of these matters.
Dit protocol zal openstaan voor ondertekening te Kiev (Oekraïne) van 21 tot en met 23 mei 2003 ter gelegenheid van de vijfde ministeriële conferentie „Milieu voor Europa”, en daarna op het hoofdkwartier van de Verenigde Naties te New York tot en met 31 december 2003, door alle staten die lid van de Verenigde Naties zijn en door regionale organisaties voor economische integratie bestaande uit soevereine lidstaten van de Verenigde Naties, aan welke organisaties de aangesloten staten de bevoegdheid hebben overgedragen inzake onder dit protocol vallende aangelegenheden, met inbegrip van de bevoegdheid ter zake van deze aangelegenheden, verdragen te sluiten.

"Environment for Europe" has helped to win political support for the adoption of pan-European legal instruments, notably the Aarhus Convention on Public Participation and the protocols to be signed at the Kiev Conference; the process also played a role in the transition of standards in the UNECE region.
"Milieu voor Europa" heeft mede politieke steun gewonnen voor de invoering van pan-Europese juridische instrumenten, met name het Verdrag van Aarhus met betrekking tot publieke inspraak en de protocollen die op de Kiev-conferentie moeten worden ondertekend; het proces heeft tevens een rol gespeeld in de invoering van normen in de UNECE-regio.

(7) The United Nations/Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context of 25 February 1991, which applies to both Member States and other States, encourages the parties to the Convention to apply its principles to plans and programmes as well; at the second meeting of the Parties to the Convention in Sofia on 26 and 27 February 2001, it was decided to prepare a legally binding protocol on strategic environmental assessment which would supplement the existing provisions on environmental impact assessment in a transboundary context, with a view to its possible adoption on the occasion of the 5th Ministerial Conference "Environment for Europe" at an extraordinary meeting of the Parties to the Convention, scheduled for May 2003 in Kiev, Ukraine.
(7) Het VN/ECE-Verdrag inzake milieueffectbeoordeling in grensoverschrijdend verband van 25 februari 1991, dat zowel op de lidstaten als op andere staten van toepassing is, moedigt de verdragsluitende partijen aan de beginselen ervan eveneens op plannen en programma's toe te passen. Tijdens de tweede, op 26-27 februari 2001 te Sofia gehouden bijeenkomst, besloten de verdragsluitende partijen een bindend protocol betreffende strategische milieubeoordeling voor te bereiden als aanvulling op de bestaande bepalingen inzake milieueffectbeoordeling in grensoverschrijdend verband, en dit met het oog op de mogelijke goedkeuring ervan in het kader van de 5de ministerconferentie "Milieu voor Europa", op een buitengewone bijeenkomst van de verdragsluitende partijen, die in mei 2003 te Kiev, Oekraïne, zal worden gehouden.
