A. whereas the conflicts in Syria, Iraq, Yemen and Libya and the increase in tensions in the Middle East and North Africa (MENA) region are major sources of destabilisation of that region; whereas there is a junction between the Sahel and Middle-Eastern fronts in the fight against terrorism, and these fronts are close to the sensitive area of the Horn of Africa; whereas the consequences of such a situation for the security of the whole region are disastrous as they lastingly damage political and economic development, critical infrastructures and demographic cohesion in the region; whereas the risks which these developments entail for European security, citizens and interests are serious; whereas there is a high number of civilian victims and acts of terror committed against civilians; whereas the violations of human rights and humanitarian law, particularly against ethnic and religious minorities are severe; whereas the serious humanitarian crisis caused by these conflicts is causing massive population displacements and creating enormous difficulties for refugees and their host communities; whereas there are persistent difficulties in discerning a coherent conflict resolution strategy and establishing a legitimate and reliable basis for inclusive dialogue with the various parties concerned;

The strategic importance of the Black Sea region for the EU was recognised in 2007, in the context of Romania’s and Bulgaria’s accession to the EU. As developments in this region, strategically situated at the junction of Europe, the Middle East and Central Asia, started having a direct impact on EU internal affairs, the EU acknowledged the need to reflect upon its stronger involvement in the area.

The Black Sea region[1] is a distinct geographical area rich in natural resources and strategically located at the junction of Europe, Central Asia and the Middle East.

Development of the transport network linked to the economic activities: ERDF (30.560 MECU) cofinances two measures: . covering road links under the control of the central authorities (the Manoteras junction on the M-30, the by-pass of Torrejón de Ardoz on the N- II, and the hard-shoulders of the Rivas-Vaciamadrid section of the N-III) and regional and local control (eg access road to the Rosales de Móstoles industrial estate); . modernisation of rail infrastructure belonging to both the Ministry of Transport and Public Works (eg electrical substations at Alcorcón, Fuenlabrada, Getafe, Leganés y Torrejón de Ardoz) and RENFE (eg re-routing at San Fernando de Henares and Getafe; security installations at Fuenlabrada station; freight terminal at Torrejón de Ardoz) 5.
4.
