New fishing vessels and major repairs and alterations to existing vessels had to comply with minimum safety and health requirements by 23 November 1995, while existing vessels had a further 7 years to comply.

Your rapporteur welcomes the Cape Town Agreement as it should contribute to the enhancement of fishing vessels safety and recommends that the European Parliament gives its consent to the draft Council Decision authorising Member States to sign, ratify or accede to, as appropriate, this Agreement.

The object of the STCW-F Convention is to ensure that personnel sailing on fishing vessels are qualified (as evidenced by official certificates) and fit for the job (on the strength of a medical certificate), so that potential threats to safety of life and/or property at sea or to the marine environment can, wherever possible, be minimised when operations are being carried out on seagoing vessels.

The Commission proposes to be empowered to adopt delegated acts to grant exemption from notification of information by fishing vessels or to establish different notification periods, to determine benchmarks for inspections of landing and transhipment operations by third country fishing vessels, to adapt the catch certification scheme for some fishery products obtained by small fishing vessels, including the possibility of using a simplified catch certificate, to amend the list of products not included in the scope of the Regulation, to adapt the catch certificate submission deadline to the type of fishery product, the distance to the place of entry or the transport means used, to establish rules for the granting, amendment or withdrawal of approved economic operators' certificates or for the suspension or revocation of the status of approved economic operator and on the conditions of validity of approved economic operators’ certificates, and to establish Union criteria for verifications in the context of risk management.

1. Urges those Member States which have not yet done so to ratify the Torremolinos Protocol and the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel (STCW-F), both drawn up by the International Maritime Organisation, and the ILO and FAO conventions on fishing safety and working conditions, so that their entry into force can help to increase safety in the fishing industry throughout the world;
1. dringt er bij de lidstaten die dat nog niet hebben gedaan op aan het Protocol van Torremolinos en het Internationaal Verdrag betreffende de normen voor zeevarenden inzake opleiding, diplomering en wachtdienst (STCW-F), beide van de Internationale Maritieme Organisatie, en de IAO- en FAO-Verdragen inzake veiligheid bij visserijactiviteiten en arbeidsvoorwaarden, te ratificeren, zodat deze verdragen in werking kunnen treden en wereldwijd kunnen bijdragen aan de veiligheid in de visserijsector;

C. whereas, despite the Council recommendation of 23 September 1980 and the joint appeal by the ILO, IMO and FAO, it has still not been possible for the Torremolinos Protocol to enter into force owing to the low number of ratifications of that legal instrument, while other conventions drawn up by these international organisations on safety in the fisheries sector have also not entered into force, such as the IMO International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel of 1995 (STCW-F),
