Bearing in mind that amending budgets are frequently focused on specific and sometimes urgent issues, the institutions agree on the following principles to ensure appropriate interinstitutional cooperation for a smooth and swift decision-making process for amending budgets while avoiding, as far as possible, having to convene a conciliation meeting for amending budgets.

Parliament will be strengthened notably in the area of freedom, security and justice and through the development of the action plan to be adopted during the Spanish Presidency. This is because, pursuant to Article 17 of the Treaty on European Union and Article 295 of the Treaty on the Functioning of the European Union, such cooperation is required. These articles call on us to engage in interinstitutional cooperation and require us to reach an agreement on interinstitutional cooperation in order to jointly develop a strategy for implementation of the Treaty of Lisbon.
En het Parlement zal vooral worden versterkt als het gaat om de ruimte van vrijheid, veiligheid en rechtvaardigheid en het opstellen van het actieplan dat tijdens het Spaanse voorzitterschap zal moeten worden aangenomen, omdat artikel 17 van het Verdrag betreffende de Europese Unie en artikel 295 van het Verdrag betreffende de werking van Europese Unie die interinstitutionele samenwerking verplicht stellen en ons verplichten om een interinstitutioneel akkoord te sluiten en gezamenlijk de strategie voor de tenuitvoerlegging van het Verdrag van Lissabon te ontwikkelen.

Takes note of the second report of the secretaries-general of the institutions on trends in heading 5 and on potential savings from interinstitutional cooperation, which concludes, inter alia, that institutions will, given current parameters, be able to finance enlargement expenditure below the ceilings for heading 5 ("Administrative expenditure") of the financial perspective and heading 8 ("Enlargement") of the annexed financial framework EU-21 over the period 2004-2006; endorses, in principle, the Council's decision to reflect the potential savings from interinstitutional cooperation in the draft budget for 2003; points out, however, that a more in-depth examination of the scope for interinstitutional cooperation needs to take place; considers that the reports on likely movement in heading 5 are a useful tool for the budgetary authority that provide a multiannual setting for the annual budgetary decisions; requests the secretaries-general of all institutions, therefore, to submit such a report by May of each year;

Notes that the budgetary impact of interinstitutional cooperation, as based on the conclusions of the report of the Secretaries-General on the multiannual evolution of heading 5 and potential savings deriving from interinstitutional cooperation, has not been reflected in the 2003 estimates for Parliament; recalls that the second report on interinstitutional cooperation is due to be submitted to the budgetary authority by 30 April 2002; instructs its Secretary-General, therefore, to incorporate the potential savings for Parliament's section in his traditional letter of amendment for first reading in October;
