Commission Decision 2006/415/EC of 14 June 2006 concerning certain protection measures in relation to highly pathogenic avian influenza of the subtype H5N1 in poultry in the Community (5) lays down additional protection measures to be applied in a Member State affected by the highly pathogenic avian influenza virus of the H5N1 subtype in order to prevent the spread of that disease, taking into account the specific epidemiology of that particular virus strain.

The avian influenza pandemic (virus subtype A(H5N1)) is before the gates of the European Union and will very likely cause an influenza pandemic among humans which will have an immediate impact on the health of European citizens and the social and economic structure of Member States.
De vogelgrieppandemie die veroorzaakt wordt door het virus A(H5N1), bevindt zich aan de poorten van de EU-landen. 1. Member States shall take appropriate and practicable measures to reduce the risk of transmission of highly pathogenic avian influenza caused by Influenza A virus subtype H5N1 (hereinafter ‘avian influenza’) from birds living in the wild to poultry and other captive birds, taking into account the criteria and risk factors set out in Annex I to this Decision.

De lidstaten nemen passende, uitvoerbare maatregelen ter beperking van het risico van overdracht van hoogpathogene aviaire influenza, veroorzaakt door het influenza A-virus subtype H5N1 (hierna „aviaire influenza” genoemd), van in het wild levende vogels naar pluimvee en andere in gevangenschap gehouden vogels, met inachtneming van de in bijlage I vermelde criteria en risicofactoren.

In relation to the risk that the Influenza A virus subtype H5N1 could also be spread due to wild birds and in particular migratory birds, the Commission has also adopted Decisions 2005/731/EC (4), 2005/732/EC (5) and 2005/726/EC (6) providing for additional avian influenza surveillance in domestic poultry and wild birds.

In order to reduce the risk of highly pathogenic avian influenza caused by Influenza A virus subtype H5N1 introduction into poultry farms and other premises where birds are kept in captivity via wild birds it is appropriate to strengthen the Community measures already in place to tackle that risk.
