It follows that a simple specific measure relating to a single source of pollutants, consisting in the decision to grant an environmental permit for the construction and operation of an industrial installation, does not appear liable, in itself, seriously to compromise the result prescribed by the NEC Directive, namely not exceeding by 2010 at the latest the national ceilings laid down in that directive.
Bijgevolg lijkt een eenvoudige specifieke maatregel inzake één bron van verontreinigende stoffen, die zou bestaan in het besluit tot verlening van een milieuvergunning voor het oprichten en in werking hebben van een industriële installatie, als zodanig het door de NEC-richtlijn voorgeschreven resultaat, namelijk de daarin vastgestelde nationale emissieplafonds uiterlijk in 2010 niet overschrijden, niet ernstig in gevaar te kunnen brengen.
