These regions, due to their contribution to the EU maritime dimension and to their position in the Atlantic and Indian oceans, are important actors that can actively contribute to improved ocean governance.

This objective should also be pursued at regional level, via ad hoc schemes with coastal countries and regional organisations, on the model of the regional plan for fisheries surveillance in the southwest Indian Ocean agreed in January 2007.
