Horizontally, several important sectors (in particular electrical, electronics and ICT, automotives, machinery and toy industry) are concerned by the Chinese Compulsory Certification System (CCC), which creates a serious, disproportionate burden on EU exporters.

Since many of those countries - especially the least developed countries and small garment exporters - do not have a competitive domestic textiles industry, they have typically to import fabrics from other countries which are then converted into garments but, as a general rule, the result is that the final product is no longer considered as being of preferential origin and comes into the EU with full duty.

Welcomes the Memorandum of Understanding of 10 June 2005 between the Commission and the Chinese Government on the limitation of Chinese textile exports and calls on the Commission to monitor both compliance with that agreement and the situation with regard to other textile, clothing and footwear sectors in Europe, while also taking account of the long-term interests of European importers and retailers; calls on China to make the calculation system being used to limit exports transparent; urges the Commission to be prepared to adopt emergency measures if it becomes clear that the EU industry faces serious material injury; further urges the Commission and China to find solutions for the developing countries which are most vulnerable to Chinese exports, enabling them to protect parts of their markets, in order to find a solution for some of the poorest people;

Analysis of EU exports to Pakistan and exports from Pakistan to the EU shows that the textiles and clothing sector – in which Portugal is a producer – is one of the bargaining chips that allows Pakistan to import chemical products, transport machinery and equipment, and electrical goods from the most industrialised countries in the EU.
