The ISS combines, under US responsibility, contributions from the five main participants: the United States, Russia, Japan, Canada and Europe.

However it faces two limitations: adequate support is lacking for the ground-based activities which complement the space experiments, from preparatory research to downstream applications; and the implementation of the programme on the ISS is severely limited by a small share of ISS resources (5%) and limitations on ISS operations under the current NASA plans.

Welcomes the preparation of a new ISS for the coming four years; points out that new security threats have emerged since the establishment of the current ISS, while others call for a different policy response; reiterates, furthermore, that the entry into force of the Lisbon Treaty incorporated the EU Charter of Fundamental Rights into EU law; believes, therefore, that the current ISS should be thoroughly assessed, updated and revamped;

Points out that the current ISS will come to an end in 2014; calls on the Commission to start preparing a new ISS for the 2015-2019 period which takes account of the entry into force of the Treaty of Lisbon and the incorporation of the Charter of Fundamental Rights into Union law; takes the view that this new policy should be based on an in-depth, independent external evaluation of the current strategy and instruments, taking into account future challenges and carried out following broad consultation among stakeholders; calls on the Council to take Parliament’s input concerning the new ISS properly into account before adopting the new strategy;
