Notes the substantial increase in funding for the Partnership Instrument (former ICI/ICI+), which reflects the widened scope of this instrument; supports the significant financing for activities in support of EU businesses on third markets; welcomes the fact that the proposed resources for COSME and for the Partnership Instrument should allow for a whole range of activities in support of SMEs internationalisation and recalls the relevance of finally implementing the coordination platform for SMEs as of 2014;

Notes the significant increase of EUR 272,3 million in the proposed margin for Heading 4 compared to the financial programming for 2013 (from EUR 119,6 million to EUR 391,9 million), which reflects the net effect of the increase in commitments for ENPI (reinforced by EUR 51,7 million), ICI and ICI + (above the financial programming, at EUR 0,3 million) and decreasing the growth in commitments for the Guarantee Fund (EUR –104,5 million), the Instrument for Pre-Accession Assistance (EUR –99,3 million), macrofinancial assistance (EUR –37,4 million), the Development Cooperation Instrument (EUR –28,6 million), and the Instrument for Stability (EUR –41,4 million); calls on the Commission to provide sufficient explanation as to why such a significant scaling-down of some programmes was needed compared to the financial programming; stresses that, while the principle of scaling down programs that are underimplemented could be welcomed if it produces efficiency savings, appropriations should not be cut across the board; warns that the use of an artificially high margin as a negotiating tool in the budgetary procedure cannot be considered as a sound budgetary practice;

Regrets that there is no agreement between Parliament and Council on the Commission proposal on the ICI+ and reiterates Parliament’s 2 reading position that ICI has to be financed with a specific budget line, without diverting development funds, and that appropriations programmed for use under Regulation (EC) No 1905/2006 may not be used for financing ICI measures; reiterates the need for a framework regulation on MFA; stresses the need to ensure additional funds for the adequate financing of Banana Accompanying Measures (BAM), with the worst affected countries being prioritised as a consequence of the new tariff concessions included in the FTAs with Central America, Colombia and Peru a few months after the signature of the so-called Geneva Agreement;
3. betreurt dat er tussen het Parlement en de Raad geen overeenstemming bestaat over het voorstel van de Commissie inzake ICI+ en bevestigt het standpunt dat het Parlement tijdens de tweede lezing heeft ingenomen, namelijk dat het ICI-instrument met een specifieke begrotingslijn gefinancierd moet worden, zonder misbruik te maken van de ontwikkelingsfondsen, en dat de kredieten die voor aanwending in de zin van Verordening (EG) nr. 1905/2006 uitgetrokken zijn niet mogen worden gebruikt om ICI-maatregelen te financieren; wijst nogmaals op de noodzaak van een kaderverordening betreffende MFB; benadrukt dat gezorgd moet worden voor extra middelen voor een adequate financiering van de begeleidende maatregelen voor de bananensector (BAM), waarbij prioriteit wordt verleend aan de landen die het zwaarste zijn getroffen door de nieuwe tariefconcessies die vervat zijn in de vrijhandelsovereenkomsten met Midden-Amerika, Columbia en Peru enkele maanden na de ondertekening van de zogenaamde Overeenkomst van Genève;

7. Reiterates that the EU’s relations with Latin America are underfunded, taking into account the strategic partnership between both regions and the conclusions of the Madrid Summit from May 2010, as well as the potential of Latin America as an emergent region and economic growth hub. This underfunding is specially aggravated by the deadlock of the allocation of funds from the ICI+ programme, since the legal basis for the participation of several Latin American countries entitled to benefit from ICI+ has not yet been adopted; calls therefore for a swift adoption of the ICI+ legislation in 2011;
