In Council, a specific preparatory body: the Council Working Party on Humanitarian Aid and Food Aid (COHAFA)[7] has been established and is consolidating the depth of EU exchange on humanitarian strategic issues and crisis response in monthly contacts among EU humanitarian representatives. Parliamentary interest in humanitarian issues is strong, whilst the European public remains overwhelmingly supportive of European humanitarian aid[8].

An estimated 173 000 Mogadishu residents fled the violence in the past two weeks alone.

The future consensus will also have to provide a general framework to define the relationship between humanitarian aid and the EU’s other external policies. The ultimate goal is to make the EU’s humanitarian action more consistent and more effective.

The ‘humanitarian space’ that is needed to ensure access to vulnerable populations and the safety and security of humanitarian workers must be preserved as essential preconditions for the delivery of humanitarian aid, and for the European Union (EU) and its partners in the humanitarian field to be able to get assistance including protection to crisis-hit people, based on respect for the principles of neutrality, impartiality, humanity and independence of humanitarian action, enshrined in International Law, in particular International Humanitarian Law.

Humanitarian expenditure was even reduced in 2002 (EUR 425 million approved in the 2002 budget, to which an additional 65 million - out of the 80 available - taken from the reserve during the year). The financial perspective for 2003 (EUR 470 million) is in no way commensurate with the increasing humanitarian requirements and will probably make it necessary to resort again to the reserve.
