Recalls that reports preceding the realisation of monetary union – notably the McDougall report, which analysed the conditions necessary for the implementation of the Werner plan – affirmed that the volume of such a budget would have to be between 2,5 and 10 percent of Union GNI, depending on whether and which re-allocation functions would be assumed by the Union budget, that the budget would need to be financed on the basis of own resources, and that it should be used to finance policies and measures in the fields of foreign, security and defence policy, the energy and transport sectors, development cooperation and RD, and that national budgets would be reduced correspondingly in order to achieve tax neutrality for citizens and businesses;

Concludes that, in order to deepen democratic political union and economic integration commensurate with monetary union, all relevant expenditure from the EU budget must be effectively streamlined with the aim of increasing the competitiveness of the EU as a whole and of the less competitive regions, so as to maximise Europe’s economic strength in the interest of its citizens, while preserving or regaining a fair social balance; believes, therefore, that the EU budget needs to be raised to a level between 5% and 10% of the Union’s GDP; asks that, in parallel to the increase in the EU budget on the basis of own resources – to finance policies and measures in the fields of foreign and security policy, the energy and transport sectors, development cooperation and RD – the national budgets should be reduced to ensure tax neutrality for citizens;

In addition, the scheme covers only those cooperatives specified in draft Section 10-50 of the Tax Act, namely certain consumer cooperatives, cooperatives active within the agriculture, fisheries and forestry sectors and cooperative building societies.

7. Calls on the Commission to adopt a process in order to reflect the spirit of the EIR recommendations in the EU environmental and social guidelines for economic and development cooperation and notably in its cooperation with the IMF, the World Bank, the EIB and the EBRD;
