If the Member State does not succeed in finding a supplier of ground-handling services for this limited period of time, the Member State shall regulate the prices of those ground-handling services for which a temporary monopoly exists until a further supplier starts providing these ground-handling services at the airport.

Notes that, since the adoption of Directive 96/67/EC, competition has become noticeably more acute and the prices for ground handling services have decreased in almost all ‘old’ EU Member States; makes the criticism that it is primarily airline companies that have forced ground handling service providers to cut costs and that to a lesser extent consumers, but above all airline companies, have profited from the lower prices; takes the view that there is a danger, as a result of the permanent pressure to adapt, that the quality of ground handling services and of working conditions will worsen; fears that the quality of ground handling services has been diminished, and may continue to fall in some Member States in future as a result of liberalisation and the permanent pressure to adapt; also fears that unnecessary security risks will develop, but recognises that experiences in Member States may differ;
6. stelt vast dat sinds de goedkeuring van Richtlijn 96/67 EG de concurrentie zich duidelijk heeft verscherpt en dat de prijzen voor grondafhandelingsdiensten in bijna alle "oude" EU-lidstaten zijn gedaald; merkt kritisch op dat vooral de luchtvaartmaatschappijen bij de aanbieders van grondafhandelingsdiensten op kostenvermindering hebben aangedrongen, en dat niet zozeer de consument als wel de luchtvaartmaatschappijen van de lagere prijzen hebben geprofiteerd; is van mening dat door de permanente aanpassingsdruk het gevaar bestaat dat de kwaliteit van de grondafhandelingsdiensten en de arbeidsomstandigheden verslechtert; vreest dat de kwaliteit van grondafhandelingsdiensten is teruggelopen en in de toekomst in een aantal lidstaten nog verder zal dalen ten gevolge van de liberalisering en de permanente aanpassingsdruk; vreest tevens dat onnodige veiligheidsrisico's zullen ontstaan, maar erkent dat de ervaringen in de lidstaten kunnen uiteenlopen;

40. Recommends that any new attempt to amend the Directive should first concentrate on the quality of ground handling services and on the quality of employment in the ground handling services sector; particularly invites the Commission to:

To the Commission it is of paramount importance for the right of airlines to organize their own ground handling services to be respected, whether those services are individually or jointly organized.

Aside from infringement proceedings against individual abuses, I am convinced that the real problem lies with the granting to operators by the authorities of exclusive or special rights for the provision of ground handling services.
