The EuroNest Parliamentary Assembly (the joint Assembly of the European Parliament and counterparts from Eastern Partnership countries), the Euro-Mediterranean Parliamentary Assembly and Joint Parliamentary Committees between the European Parliament and partner countries’ Parliaments constitute an essential forum for dialogue and increased mutual understanding between decision-makers.

The new joint recommendation submitted by France, Italy and Spain for the Western Mediterranean proposes that the survivability exemption, provided for by Article 3 of Delegated Regulation (EU) 2017/86 be also applied to the fisheries of Norway Lobster (Nephrops norvegicus) caught with all bottom trawls in the Western Mediterranean Sea.

On 4 and 7 July 2016 those Member States have submitted three joint recommendations to the Commission concerning discard plans for demersal fisheries in the Adriatic Sea, the south-eastern Mediterranean Sea and the western Mediterranean Sea, respectively , after consultation of the Mediterranean Sea Advisory Council.

On the margins of the Barcelona Process, an institutional framework for sub-regional cooperation in the western Mediterranean also evolved after 1995: the GTMO (Group of Transport Ministers for the Western Mediterranean [11]) which has enabled progress to be made on the sub-regional level.
