THE COUNCIL RESOLUTION OF 15 DECEMBER 1998 ON A FORESTRY STRATEGY FOR THE EUROPEAN UNION [1] established a framework for forest-related actions in support of sustainable forest management (SFM), based on the co-ordination of the forest policies of the Member States and Community policies and initiatives relevant to forests and forestry.
BIJ DE RESOLUTIE VAN DE RAAD VAN 15 DECEMBER 1998 OVER EEN BOSBOUWSTRATEGIE VOOR DE EU [1] is een raamwerk voor bosgerichte acties opgezet ter ondersteuning van duurzaam bosbeheer (DBB) op basis van coördinatie van het bosbeleid van de lidstaten en de communautaire beleidsmaatregelen en -initiatieven die voor de bossen en de bosbouw relevant zijn.

In its resolution of 15 December 1998 on a forestry strategy for the European Union, the Council emphasised the multi-functional role of forests and identified the implementation of the international commitments developed by the Member States and the European Community.
In zijn resolutie van 15 december 1998 over een bosbouwstrategie voor de Europese Unie benadrukte de Raad de multifunctionele rol van bossen en inventariseerde de tenuitvoerlegging van de internationale verplichtingen die de lidstaten en de Europese Gemeenschap zijn aangegaan.

Bearing in mind Articles 2 and 6 of the EC Treaty, which stipulate that environmental protection is to be considered a horizontal objective, Regulation (EC) No 2152/2003 concerning monitoring of forests and environmental interactions in the Community, the Commission communication on a forestry strategy for the European Union (COM(1998)0649 final) and the European Parliament's resolutions on natural disasters - regional aspects (2005/2193(INI)), environmental aspects (2005/2192(INI)) and agricultural aspects (2005/2195(INI)), and given that, according to United Nations figures, natural disasters in the European Union have claimed the lives of 65 000 people since 1980 and have had an economic cost amounting to EUR 124 200 million, what action has the Austrian Presidency taken to safeguard the sustainability of European forests?

In this communication, the Commission presents a coherent outline for a forestry strategy for the European Union (EU) the overall aim that is the development and sustainable management of forests.
In deze mededeling voorziet de Commissie in een coherente schets van een bosbouwstrategie voor de Europese Unie (EU), die ontwikkeling en duurzaam bosbeheer als algemeen doel heeft.

(3) The Communication from the Commission to the European Parliament and the Council on a forestry strategy for the European Union stressed the need to protect the natural environment and the forest heritage, to manage forests sustainably and to support international and pan-European cooperation concerning the protection of forests, making reference to forest monitoring and the promotion of forests as carbon sinks.
(3) In de mededeling van de Commissie aan de Raad en het Europees Parlement over een bosbouwstrategie voor de Europese Unie wordt de nadruk gelegd op de noodzaak om het natuurlijk milieu en het bosbezit te beschermen, bossen duurzaam te beheren en internationale en pan-Europese samenwerking betreffende de bescherming van bossen te ondersteunen en daarbij aandacht te besteden aan bosbewaking en de bevordering van de koolstofputfunctie van bossen.

Nevertheless, with regard to forest damage, I must also remind you that the European Parliament, notably in its resolution of 31 January 1997 on the forestry strategy of the European Union, and also the Council of the European Union, have repeatedly stressed that the Treaty does not lay down any specific competence for a Union forestry policy.
Wat de schade aan de bossen betreft, moet ik er u echter ook op wijzen dat het Europees Parlement, onder meer in zijn resolutie van 31 januari 1997 over de bosbouwstrategie van de Europese Unie, en ook de Raad van de Europese Unie al meermaals hebben onderstreept dat het Verdrag de Unie geen enkele bevoegdheid verleent om een bosbouwbeleid te voeren.
