National statistical institutes and the Commission (Eurostat) shall ensure, through their respective independent status brought about by institutional changes where appropriate that European statistics comply with the European Statistics Code of Practice and serve the needs of European Union institutional users, governments, regional authorities, research institutions, civil society organisations, enterprises and the public and that European statistics are based on well-defined priorities in compliance with the principle of a free and transparent access to European statistics.

Considers it necessary to create conditions under which social enterprises can gain financial independence and engage in commercial business activity; notes that, in many Member States, financial mechanisms and reduced procurements force social enterprises to focus on obtaining grants and funds from governmental institutions, rather than on increasing the quality of their services or products, which would help boost their competitiveness; emphasises the need to broaden access to debt and equity instruments at the relevant stage of enterprise development, taking into account the specific way in which social enterprises operate;
5. acht het noodzakelijk omstandigheden te creëren waarin sociale ondernemingen financiële onafhankelijkheid kunnen verwerven en zich kunnen bezighouden met commerciële zakelijke activiteiten; merkt op dat sociale ondernemingen in veel lidstaten, als gevolg van financiële mechanismen en het dalende aantal overheidsopdrachten, worden gedwongen zich te richten op het verkrijgen van subsidies en fondsen van overheidsinstellingen, terwijl zij zich veel minder richten op de verhoging van de kwaliteit van hun diensten of producten, hetgeen hun concurrentiekracht zou vergroten; onderstreept de noodzaak om de toegang tot schuld- of eigen-vermogensinstrumenten in de relevante fase van ondernemingsontwikkeling te verbreden, daarbij rekening houdend met de specifieke werkwijze van sociale ondernemingen;
