The First Response Network, established in the wake of the 2005 terrorist attacks in London, was activated for the first time following the attack in Norway and proved to be useful.

Welcomes the first-ever country-wide local elections in Kosovo on 3 November 2013 and in particular the visible voter turnout in Serbian-dominated municipalities to the south of the Ibar river as well as the overall orderly conduct of the local elections in Kosovo, as assessed in the preliminary statement of the EU-EOM as a crucial step towards the formation of the Community of Serbian Municipalities, which is part of the normalisation process; welcomes the efforts which Belgrade and Pristina have invested to ensure that the elections are peaceful and in keeping with democratic norms; strongly condemns the violence and persistent intimidation which occurred in the north Mitrovica and Zvečan municipalities and urges the Serbian authorities to do their utmost to facilitate efforts to bring the perpetrators of violence to justice; notes, in this connection, the Serbian leaders’ pledge that those responsible for the outbreak of violence will be held accountable for their actions; notes that further vigilant efforts are needed to break the organised crime network and its ties to local political elites and to re-establish the rule of law in the north of Kosovo; welcomes the stance taken by Serbian political leaders who have actively encouraged ethnic Serbians in Kosovo to participate in the elections, but notes at the same time that Belgrade should not stifle political pluralism in the Serbian community in Kosovo by campaigning on behalf of any particular party or electoral list;

There are four key areas that I want to see strengthened: firstly, customer service, whether in terms of access – through the more widespread territorial deployment of networks – fair prices or quality; secondly, sustained industrial activity with a view to stimulating job creation and innovation, since technological progress is also effective in bringing down prices; thirdly, the competitiveness of small and large companies in order to guarantee sustainable competition in the EU Member States and the necessary investment, especially in fibre optics, that will enable us to compete more effectively in a global market; and, finally, legal certainty – the need to ensure the reliability of the system by giving responsibility to those involved and encouraging mutual cooperation, especially among regulators but also between regulators and the Commission.
Er zijn vier hoofdthema’s waarbij naar mijn mening nog het nodige werk verzet dient te worden. En dan ten slotte nog de kwestie van de rechtszekerheid. Er dient te worden gezorgd voor een betrouwbaar systeem, door de betrokken partijen de nodige verantwoordelijkheid voor het geheel te geven en door de stimulering van wederzijdse samenwerking, en dan met name tussen regelgevende instanties onderling, maar ook tussen regelgevende instanties en de Commissie.

This first kind of response, in my view, is called prevention. Such prevention must first of all strike at the political design of an international terrorist network which attacks and rejects the cardinal values held by Europe and by democracies, which attacks citizens’ fundamental rights – one of the pillars of European integration.
