These discussions concerned Articles 8, 9 and 12 of the TEN Financial Regulation as regards establishing the agreement of the Member State(s) concerned for applications for financial assistance, the financial control measures to be operated by the Member States over the use of the funds requested and their obligation to notify the Commission of the management and control systems established to ensure the efficient implementation of projects and studies and to make available to the Commission any appropriate national reports on the control of projects.
Deze gedachtenwisselingen hadden betrekking op de artikelen 8, 9 en 12 van de verordening inzake de financiering van de TEN, meer bepaald de goedkeuring door de betrokken lidstaat (lidstaten) van bijstandsaanvragen, de door de lidstaten te nemen maatregelen voor financiële controle op het gebruik van de aangevraagde middelen en de op de lidstaten rustende verplichting de Commissie in kennis te stellen van de beheers- en controlesystemen die zijn opgezet om de doeltreffende uitvoering van projecten en studies te waarborgen en de Commissie alle dienstige nationale controleverslagen over de betrokken projecten ter beschikking te stellen.

(17) Management of pre-accession assistance should gradually be decentralised to Turkey, taking account of its management and financial control capacities, provided that ex post control of assistance is carried out and the Turkish authorities undertake to carry out the same controls and apply the same guarantees as those laid down in the relevant Community rules.
(17) Het beheer van de pretoetredingssteun dient, met inachtneming van de capaciteit inzake beheer en financiële controle waarover Turkije beschikt, geleidelijk naar dit land te worden gedecentraliseerd met dien verstande dat een ex-post controle op de steun wordt uitgevoerd en de Turkse autoriteiten zich ertoe verbinden dezelfde controles uit te voeren en dezelfde garanties te bieden als die neergelegd in de desbetreffende Gemeenschapsvoorschriften.
