It seems obvious that this objective cannot be achieved through the use of optical fibre the installation of which requires considerable investment, but through the use of a mix of wireless technologies available to extend the coverage of the broadband (Radio terrestrial, cable, fibre or satellite systems) to cover the whole Community territory, rural and peripheral areas included, allowing the market the choice of the more efficient technology from the point of view of cost for operators and citizens.

There are four key areas that I want to see strengthened: firstly, customer service, whether in terms of access – through the more widespread territorial deployment of networks – fair prices or quality; secondly, sustained industrial activity with a view to stimulating job creation and innovation, since technological progress is also effective in bringing down prices; thirdly, the competitiveness of small and large companies in order to guarantee sustainable competition in the EU Member States and the necessary investment, especially in fibre optics, that will enable us to compete more effectively in a global market; and, finally, legal certainty – the need to ensure the reliability of the system by giving responsibility to those involved and encouraging mutual cooperation, especially among regulators but also between regulators and the Commission.
Er zijn vier hoofdthema’s waarbij naar mijn mening nog het nodige werk verzet dient te worden. Allereerst de dienstverlening aan de klant, zowel wat internettoegang betreft - middels een grotere territoriale spreiding van de netwerken - als eerlijke prijzen en kwaliteit. Ten tweede hebben we het over voortdurende inspanningen van het bedrijfsleven ten behoeve van nieuwe banen en innovatie, aangezien technologische vooruitgang tevens prijsdrukkend werkt. Ten derde dient er te worden gewerkt aan de concurrentiekracht van kleine en grote ondernemingen, ten behoeve van duurzame concurrentie in de lidstaten en de noodzakelijke investeringen, voornamelijk in glasvezel, om zo beter in staat te zijn te concurreren op de wereldmarkt. En dan ten slotte nog de kwestie van de rechtszekerheid. Er dient te worden gezorgd voor een betrouwbaar systeem, door de betrokken partijen de nodige verantwoordelijkheid voor het geheel te geven en door de stimulering van wederzijdse samenwerking, en dan met name tussen regelgevende instanties onderling, maar ook tussen regelgevende instanties en de Commissie.

17. Calls on the Commission and Member States to make it compulsory to lay tele-technical ducts during the implementation of all line and network infrastructure investments, such as roads, sewage systems, water supply systems and heating and energy supply networks, so as to enable fibre-optic cables to be installed either immediately or at a later date, and calls for particularly strict compliance with this requirement to be ensured in connection with EU-funded infrastructure building and renovation work;
