(2) Council Regulation (EC) No 693/2003(3) establishes a Facilitated Transit Document (FTD) and Facilitated Rail Transit Document (FRTD) for the case of a specific transit by land of third country nationals who must necessarily cross the territory of one or several Member States in order to travel between two parts of their own country which are not geographically contiguous.
(2) Verordening (EG) nr. 693/2003 van de Raad(3) strekt tot invoering van een doorreisfaciliteringsdocument (Facilitated Transit Document (FTD)) en een doorreisfaciliteringsdocument voor treinreizigers (Facilitated Rail Transit Document (FRTD)) voor het geval van een specifieke doorreis over land van onderdanen van derde landen die genoodzaakt zijn over het grondgebied van een of meer lidstaten te reizen om zich tussen twee geografisch niet aaneengrenzende delen van hun eigen land te bewegen.

(15) In accordance with Protocol No 5 to the 2003 Act of Accession on the transit of persons by land between the region of Kaliningrad and other parts of the Russian Federation, the Instrument should bear any additional cost incurred in implementing the specific provisions of the Union acquis covering such transit, i.e. Council Regulation (EC) No 693/2003 of 14 April 2003 establishing a specific Facilitated Transit Document (FTD), a Facilitated Rail Transit Document (FRTD) and amending the Common Consular Instructions and the Common Manual and Council Regulation (EC) No 694/2003 on uniform formats for Facilitated Transit Documents (FTD) and Facilitated Rail Transit Documents (FRTD) provided for in Regulation (EC) No 693/2003.

There have been a number of EU initiatives in the past years which facilitated the movement of Kaliningrad residents (such as the Facilitated Transit Document and Facilitated Rail Transit Document, which have simplified travel between Kaliningrad and mainland Russia or the 2007 EU-Russia Visa Facilitation Agreement, which facilitates the issuance of short-term visas for all Russian nationals travelling to Schengen countries).

Therefore, following the conclusions of the European Council in Brussels on October 2002 and the Brussels EU-Russia summit of 11 November 2002, the Commission has presented two Council regulations: one establishing a Facilitated Transit Document (FTD) and a Facilitated Rail Transit Document (FRTD), and the other more is a more technical proposal establishing uniform formats for the two documents.
