The efforts made by countries which have concluded FLEGT VPAs with the Union and the principles incorporated in them, in particular with regard to the definition of legally produced timber, should be recognised and further encouragement for countries to conclude FLEGT VPAs should be given.
De inspanningen van de landen die met de Unie in het kader van FLEGT een VPA hebben gesloten, en de in de VPA’s vervatte beginselen, met name ten aanzien van de definitie van het begrip legaal geproduceerd hout, moeten worden erkend en landen moeten meer worden aangemoedigd in het kader van FLEGT een VPA te sluiten.

In accordance with the aim of that Communication, namely to ensure that only timber products which have been produced in accordance with the national legislation of the timber-producing country enter the Union, the Union has been negotiating Voluntary Partnership Agreements (FLEGT VPAs) with timber-producing countries (partner countries), which create a legally binding obligation for the parties to implement a licensing scheme and to regulate trade in timber and timber products identified in those FLEGT VPAs.

In preparing the report, the Commission shall have regard to the progress made in respect of the conclusion and operation of the FLEGT VPAs pursuant to Regulation (EC) No 2173/2005 and their contribution to minimising the presence of illegally harvested timber and timber products derived from such timber on the internal market.

Given the major scale and urgency of the problem, it is necessary to support the fight against illegal logging and related trade actively, to complement and strengthen the FLEGT VPA initiative and to improve synergies between policies aimed at the conservation of forests and the achievement of a high level of environmental protection, including combating climate change and biodiversity loss.
Gezien de grote schaal en de urgentie van het probleem, moet de bestrijding van de illegale houtkap en de daarmee samenhangende handel actief worden gesteund, moet het FLEGT VPA-initiatief worden aangevuld en versterkt, en moet een grotere synergie tot stand worden gebracht tussen beleid dat erop gericht is de bossen in stand te houden en beleid dat streeft naar een hoog niveau van milieubescherming, onder meer door de klimaatverandering en het verlies aan biodiversiteit te bestrijden.

(8b) The European Union should strive to provide further incentives for entry of countries into the FLEGT VPAs taking also into consideration that those FLEGT VPAs may be of particular relevance to global efforts to tackle climate change through the reduction of deforestation in the context of international negotiations.
(8 ter) De Europese Unie moet zich ervoor inzetten om verdere stimulansen aan landen te geven om toe te treden tot de FLEGT VPA's, daarbij ook rekening houdend met het feit dat deze FLEGT VPA's van bijzondere betekenis kunnen zijn bij de wereldwijde inspanningen om de klimaatverandering onder controle te krijgen, doordat zij in het kader van internationale onderhandelingen bijdragen tot een vermindering van de ontbossing.
