[13] The other agencies are not suitable for opening up to the SAP countries either because, like the European Agency for Reconstruction (EAR) or the European Training Foundation (ETF), they run assistance programmes covering part or all of the western Balkans, or because they have a technical remit or function relating exclusively to EU internal policies and the internal market, e.g. the European Centre for the Development of Vocational Training, the European Foundation for the Improvement of Living and Working Conditions, the European Agency for the Evaluation of Medicinal Products, the European Food Safety Agency, Office for Harmonisation in the Internal Market (trade marks and designs), the European Agency for Safety and Health at Work, the Community Plant Variety Office and the Translation Centre for the Bodies of the European Union.

1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. On a proposal from Mr Van Miert, the Commission is proposing that the Council adopt a Regulation setting up the Translation Centre as an interagency body with budgetary and organizational ties with the agencies concerned and the Commission and having its own legal personality, managerial autonomy and budget. * * * 1 COM(94) 22/2

Door de capaciteit die nodig is om te voldoen aan de behoeften aan communicatie in verscheidene talen van een aanzienlijk aantal over het grondgebied van de Unie verspreide organen in een autonoom gespecialiseerd bureau bijeen te brengen, zou het mogelijk moeten zijn dubbel werk, "slappe" perioden en een toename van het aantal diensten dat logistieke steun verleent (terminologie, documentatie en bibliotheek, informatica- en telematicadiensten, enz.) te voorkomen. Op voorstel van de heer Karel Van Miert stelt de Commissie aan de Raad voor een verordening aan te nemen tot oprichting van het Vertaalbureau voor de organen van de Europese Unie.

To meet the challenge of US and Japanese RTD policies and bring Europe's research intensity up to scratch (it represented 2% of the Community's GDP in 1991 compared with 2.8% in the United States and 3% in Japan) and increase the proportion of manpower devoted to research (on average there are 4.3 researchers in Europe for every 1000 of the working population compared with 7.5 in the United States and Japan), the objective of the fourth framework programme is to move on from a series of Community RTD activities to a Community RTD policy. In order to make optimum use of the available resources, increase their economic impact and help improve the competitiveness of European industry and the quality of life, the fourth framework programme will have the following priorities: - greater integration of national and Community RTD activities, in particular through better coordination of Member States' involvement in major international projects and better liaison with the research activities of various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and Eureka activities, in particular on strategic projects combining the development of key technologies and market-orientated research; - within each area, greater focusing of RTD activities on a smaller number of problems and generic technologies with an impact on a number of different sectors, in particular in the area of industrial technologies and life sciences and technologies. For the first time there will be structured research in the transport sector and concerning problems relating to technology evaluation and societal issues; - better dissemination of research results, in particular to SMEs (networks, European infrastructure for the transfer of technologies, etc.) to try and remedy European businesses' inability to translate scientific breakthroughs into commercial successes.
Daarnaast zal in het vierde kaderprogramma worden gestreefd naar: - de ontwikkeling van bindingen tussen onderzoek en onderwijs/opleiding door voor het eerst onderzoek te doen naar de behoeften aan onderwijs en opleiding en de methodologieën, zodat de onderwijsstelsels beter kunnen voorzien in de behoefte aan meer en betere kwalificaties in Europa; - een betere benutting van de mogelijke synergie tussen het onderzoekbeleid en het beleid voor economische en sociale samenhang, zonder dat de specifieke kenmerken van deze beleidsterreinen over het hoofd worden gezien, ten einde bij te dragen tot een verkleining van de grote structurele verschillen die er inzake OTO binnen de Gemeenschap bestaan; - een Gemeenschap die in staat is om snel te reageren op nieuwe wetenschappelijke en technologische uitdagingen, door op het niveau van zowel het kaderprogramma als de specifieke programma's en de werkprogramma's te streven naar meer flexibiliteit. * * * BIJLAGE Tijdens hun vergadering van 6 december zijn de Twaalf er in geslaagd overeenstemming te bereiken over een procentuele verdeling van de financiële middelen over de verschillende activiteiten van het vierde kaderprogramma. De verdeling is als volgt: - 87,3 % Eerste activiteit (onderzoekprogramma's) + 1 % voor verspreiding en benutting binnen deze activiteit - 4 % Tweede activiteit (internationale samenwerking) - 2,5 % Derde activiteit (verspreiding en benutting van de resultaten) - 6,2 % Vierde activiteit (mobiliteit en opleiding van onderzoekers).
