[17] The European Social Model is referred to in Par 22 of the Barcelona Conclusions where the model is defined as follows : "The European social model is based on good economic performance, a high level of social protection and education and social dialogue".

With the introduction of the new titles on employment and social affairs into the Treaties, the European Union acquired entitlement to develop strategies and programmes in these areas (such as the European Employment Strategy, the Lisbon Strategy on the modernisation of the European social model, the Social Agenda, the programme to fight all forms of discrimination, and the programme on social inclusion).

The Social Policy Agenda has created an enormous momentum to pursue the modernisation of the European Social Model, helping to redesign the architecture of the welfare state to meet the new economic and social challenges and needs of the European society of today and tomorrow.

I would like to thank you and to end by expressing my deep conviction that the European social model is a model which calls for European integration; it is not a model which could be developed and maintained within the borders of national states acting on their own, and I would therefore like to conclude by saying that in my view, Europe and European integration are an essential precondition for the further development of the European social model.

– (CS) Mr President, the MEPs from the Czech Civil Democratic Party have voted against the report on a European social model for the future. The report correctly points out that there is no genuine European social model, and yet, significantly, it describes a series of values that we jointly recognise and sets out the problems that each country must resolve in its social policy.

As part of the policy agenda for the modernisation of European social model, social protection systems need to be adapted in the framework of an active welfare state to ensure that work pays while securing their social policy goals such as fighting poverty and social exclusion.

The Lisbon European Council referred to the adoption of a Social Policy Agenda to mark the commitment of all Member States, European institutions and other actors to modernise and improve the European social model.
