The technical working group on credit transfer for vocational education and training produced a progress report in November 2003 indicating that a European credit transfer system for VET (ECVET) should aim to support transparency, comparability, transferability and recognition of competences and/or qualifications, between different countries and at different levels, by developing common reference levels and taking into account relevant experiences in higher education.

Emphasises the importance of addressing skills shortages and mismatches by promoting and facilitating mobility for learners, as well as cross-border recognition of qualifications, through a better use of all EU tools and programmes, such as Erasmus+, the European Qualifications Framework, the European Skills Passport, the Youth Guarantee, the Europass CV, the Entrepreneurial Skills Pass, EURES, Knowledge Alliances, the European Alliance for Apprenticeships, the European Credit Transfer System, the European Quality Assurance in Vocational Education and Training (EQAVET) and the European Credit System for Vocational Education and Training (ECVET); highlights the importance of ESCO, which identifies and categorises the skills, competences and qualifications relevant for the EU labour market and education and training, in 25 European languages; underlines in this context the importance of the adequate transferability of social rights within the Union and reiterates the importance of Erasmus+, the European Social Fund and EURES in this respect; calls on the Member States to promote training courses in particular sectors in which there are particular gaps between supply and demand;

The Conclusions of the Council and the Representatives of the Governments of the Member States meeting within the Council of 15 November 2004 on the Future priorities of enhanced European Cooperation in Vocational Education and Training gave priority to the development and implementation of a European credit transfer system for VET in order to allow learners to build upon the achievements resulting from their learning pathways when moving between vocational training systems.
