B. whereas, under point 49 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management, ‘the institutions agree that the introduction of co-financing mechanisms is necessary to reinforce the leverage effect of the European Union budget by increasing the funding incentive. They agree to encourage the development of appropriate multiannual financial instruments acting as catalysts for public and private investors’;
B. overwegende dat in punt 49 van het Interinstitutioneel Akkoord van 17 mei 2006 tussen het Europees Parlement, de Raad en de Commissie betreffende de begrotingsdiscipline en een goed financieel beheer het volgende is bepaald: „De instellingen komen overeen dat de instelling van cofinancieringsmechanismen noodzakelijk is ter versterking van het hefboomeffect van de begroting van de EU. Zij komen overeen de ontwikkeling aan te moedigen van geschikte meerjarige financieringsmechanismen ter stimulering van openbare en particuliere investeerders”;

This will be possible from the European Union budget, in particular the TEN budget, that of the European Space Agency and the fifth RD Framework Programme.

Similarly, I should like to say that we are, of course, opposed to the renationalisation and cofinancing of the common agricultural policy and, finally, to add, as there is talk on many sides of the savings which need to be made and of the fact that we cannot hand out additional appropriations, that the European Union budget corresponds in total to 2.5% of public spending in all the Member States. At some point, words and deeds with respect to the European Union will need to coincide.
Ik wilde eveneens duidelijk maken dat wij vanzelfsprekend tegen renationalisatie zijn, en tegen medefinanciering van het gemeenschappelijk landbouwbeleid. Tot slot nog dit, mijnheer de Voorzitter: van vele kanten wordt aangedrongen op besparingen en wordt gezegd dat er geen extra geld beschikbaar gesteld kan worden, dat de begroting van de Europese Unie in totaal overeenkomt met 2,5 procent van de overheidsuitgaven in alle lidstaten. Maar ja, vroeg of laat moet de woorden en daden, als het om de Europese Unie gaat, toch met elkaar overeenkomen!

By adopting Amending Budget N° 1/2004, the unity of the European Union budget will be re-established; the future European Union of 25 will return to having just one single budget again.
Met de goedkeuring van gewijzigde begroting nr. 1/2004 wordt het eenheidsprincipe van de begroting van de EU in ere hersteld; de toekomstige Europese Unie zal opnieuw slechts één begroting hebben.
