The Commission therefore proposes to establish an international cooperation strategy for GMES.

Is of the opinion that social dialogue and the involvement of social partners are vital to the development of a prosperous and pluralistic society, and as a way to promote social and economic inclusion in society at large; underlines the importance of further progress in the areas of social policy and employment, in particular with a view to removing all obstacles to the effective functioning and unhindered work of trade unions, establishing a national employment strategy, addressing undeclared work, widening the coverage of social protection mechanisms, and increasing employment rates among women and people with disabilities; notes the implementation of new legislation on trade union rights in both the public and the private sectors, especially in small and medium-sized enterprises, and calls on Turkey to make every effort to bring legislation fully into line with ILO standards; stresses the importance of opening Chapter 19 on social policy and employment;

First, the proposal requires all the Member States to ensure that they have in place a minimum level of national capabilities by establishing competent authorities for NIS, setting up Computer Emergency Response Teams (CERTs), and adopting national NIS strategies and national NIS cooperation plans.

Exploratory studies or projects on multi-national cooperation already exist such as the ongoing work carried out within the International Atomic Energy Agency and revitalised for non-proliferation concern, or through the ERDO-Working group associating several Member States to study the feasibility of establishing a multinational European Repository Development Organisation.

Welcomes the Special Report No 18/2009 of the Court of Auditors on the Effectiveness of EDF support for Regional Economic Integration in East Africa and West Africa and the thorough analysis carried out by the Court of Auditors, and deplores the unsatisfactory situation revealed therein; stresses nevertheless its concern at the lack of complementarity between the Commission's regional and national cooperation strategies and emphasises that bringing regional and national strategies in line with one another is essential to increase the effectiveness of the aid provided;
22. is verheugd over speciaal verslag van de Rekenkamer nr. 18/2009, getiteld "De doeltreffendheid van de EOF-steun voor regionale economische integratie in Oost- en West-Afrika", en de grondige analyse van de Rekenkamer, en betreurt de onbevredigende situatie die erin is geconstateerd; benadrukt echter zijn bezorgdheid over het feit dat de regionale en nationale samenwerkingsstrategieën van de Commissie elkaar niet aanvullen en benadrukt dat het van essentieel belang is dat de regionale en nationale strategieën op elkaar worden afgestemd om de doeltreffendheid van de verleende hulp te verhogen;
