The correct and coordinated implementation of Directive 2011/92/EU of the European Parliament and of the Council of 13 December 2011 on the assessment of the effects of certain public and private projects on the environment , of Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment , where applicable, of the Convention on access to information, public participation in decision-making and access to justice in environmental matters, signed in Aarhus on 25 June 1998 (the ‘Aarhus Convention’), and of the Espoo Convention on environmental impact assessment in a transboundary context (the ‘Espoo Convention’) should ensure the harmonisation of the main principles for the assessment of environmental effects, including in a cross-border context.
Een correcte en gecoördineerde tenuitvoerlegging van Richtlijn 2011/92/EU van het Europees Parlement en de Raad van 13 december 2011 betreffende de beoordeling van de gevolgen van bepaalde openbare en particuliere projecten op het milieu , van Richtlijn 2001/42/EG van het Europees Parlement en de Raad van 27 juni 2001 betreffende de beoordeling van de gevolgen van bepaalde plannen en programma's voor het milieu , voor zover van toepassing, van het Verdrag betreffende toegang tot informatie, inspraak bij besluitvorming en toegang tot de rechter inzake milieuaangelegenheden, ondertekend op 25 juni 1998 te Aarhus , (Verdrag van Aarhus) en van het Verdrag van Espoo inzake milieueffectenrapportage in grensoverschrijdend verband (Verdrag van Espoo) moet de harmonisatie waarborgen van de voornaamste beginselen voor de evaluatie van de milieueffecten, inclusief in een grensoverschrijdende context.

Member States should apply the criteria, methodological standards, specifications and standardised methods for monitoring and assessment laid down in this Decision in combination with the ecosystem elements, anthropogenic pressures and human activities listed in the indicative lists of Annex III to Directive 2008/56/EC and by reference to the initial assessment made pursuant to Article 8(1) of that Directive, when determining a set of characteristics for good environmental status in accordance with Article 9(1) of that Directive, and when establishing coordinated monitoring programmes under Article 11 of that Directive.

Calls for better policy coherence and climate and environmental proofing in the EU’s funding instruments, particularly the Structural Funds and the Cohesion Fund, in order to deliver the Biodiversity 2020 and EU 2020 objectives; calls for better allocation of all funds available and for more effective and coordinated use of the funding provided from the cohesion policy instruments, the RD framework programme, the LIFE+ programme and the European Agricultural Fund for Rural Development (EAFRD) for environmental protection, biodiversity and climate-related projects, where necessary through the provision of additional technical support; with a view to the next programming period, calls for effective coordination between the five CSF funds, in order to ensure optimal delivery of the Union’s sustainable growth target;

On the basis of the initial assessment made pursuant to Article 8(1), Member States shall establish and implement coordinated monitoring programmes for the ongoing assessment of the environmental status of their marine waters on the basis of the indicative lists of elements set out in Annex III and the list set out in Annex V, and by reference to the environmental targets established pursuant to Article 10.

EMAS is an important voluntary instrument for companies, but paramount importance attaches to its coordination with environmental programmes. Studies in Germany have shown that, unfortunately, EMAS organisations have not yet recognised protection of the climate, for example, as a major goal.
