The recommendations which are most likely to bring the greatest improvements in the implementation of EU environmental law are: (1) The establishment of guidelines to assist the Member States in their environmental inspections (2) The establishment of a procedure within the Member States to receive and examine complaints from the public about the implementation of Community environmental law (3) In keeping with the principle of subsidiarity, the Commission will take a look at how best to ensure that representative organisations are guaranteed basic access to the national jurisdictions responsible for the implementation of EU environmental law.
