The "Five Presidents' Report" proposes an ambitious yet pragmatic roadmap for completing EMU by making progress on four fronts in parallel: Firstly, towards a genuine Economic Union that ensures each economy has the structural features to prosper within the Monetary Union.
In het "Verslag van de vijf voorzitters" wordt een ambitieus maar pragmatisch stappenplan voor de voltooiing van de EMU voorgesteld door parallel vooruitgang te boeken op vier fronten: Ten eerste in de richting van een echte economische unie die waarborgt dat iedere economie de structurele kenmerken bezit om in de monetaire unie te kunnen gedijen.

1. Towards an Economic Union of convergence, growth and jobs

Calling for the completion of a deep and genuine economic union, based on a political union, the President of the European Commission, José Manuel Barroso, stressed in his ‘State of the Union 2012’ address[9] that ‘the credibility and sustainability of the Economic and Monetary Union depends on the institutions and the political construct behind it.

The Commission has also contributed to several reports on the EMU in collaboration with the President of the European Council: the report of the task force on economic governance (October 2010), 'Towards a stronger economic union' (December 2011) and the interim report of the “four presidents”, 'Towards a genuine economic and monetary union' (October 2012).

Whereas, since the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg are united within and jointly represented by the Benelux Economic Union, all transactions concerning the administration of the quantities draw by that economic union may be carried out by any one of its members,

Whereas, since the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg are united within and jointly represented by the Benelux Economic Union, any measure concerning the administration of the share allocated to that economic union may be carried out by any one of its members,

Whereas, since the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg are jointly represented by the Benelux Economic Union, any operation concerning the administration of the quota shares allocated to the said economic union can be carried out by any one of its members;

Fifth, we have reformed and strengthened economic governance among the countries that form the Euro area: with far reaching new measures for budgetary surveillance and economic policy coordination, and a political commitment to go beyond to strengthen the economic union, thereby achieving further convergence of policies to promote growth and employment.
Ten vijfde hebben wij de economische governance in de landen die de eurozone vormen, hervormd en versterkt: met verstrekkende nieuwe maatregelen voor budgettair toezicht en coördinatie van het economisch beleid, en meteen politiek engagement de economische unie sterker te maken om aldus voor meer convergentie van het beleid te zorgen teneinde groei en werkgelegenheid te bevorderen.
