The scope of cooperation pursuant to the geographic programmes with developing countries, territories and regions under the financing instrument for development cooperation established by Regulation (EC) No 1905/2006 of the European Parliament and of the Council is almost entirely limited to financing measures designed to fulfil the criteria for official development assistance (ODA) established by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (DAC-OECD).

While thematic programmes should primarily support developing countries, some beneficiary countries as well as the overseas countries and territories (OCTs) the characteristics of which do not satisfy the requirements allowing them to be defined as Official Development Assistance (‘ODA’) recipients by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (‘OECD/DAC’) but which are covered by point (b) of Article 1(1) should also be eligible for thematic programmes subject to the conditions laid down in this Regulation.

Recommends a deepening of economic cooperation between the countries of Central Asia which will facilitate harmonisation with EU trade and economic standards and regulations; considers it of vital importance to develop trade and economic relations between the countries of Central Asia and the EU, both bilaterally and multilaterally, which will have a positive impact on interaction between the two parties as a whole;

Given the wording of Article 181a (which opens with the words "Without prejudice to the other provisions of this Treaty, and in particular those of Title XX") and the fact that it refers simply to third countries and not to developing countries, economic cooperation with developing countries falls outside the scope of Article 181a.

Given the wording of Article 181a (which opens with the words "Without prejudice to the other provisions of this Treaty, and in particular those of Title XX") and the fact that it refers simply to third countries and not to developing countries, the view taken by Parliament's Legal Service commends itself – that is to say, that economic cooperation with developing countries falls outside the scope of Article 181a.

Urges the Commission to provide all the technical assistance possible to encourage, so far as political circumstances allow, bilateral cooperation between developing countries and, above all, between the least developed countries, as the essential prerequisite for implementing on the ground the agreements established on a multilateral basis;

Trade, regulatory convergence and socio-economic development: Cooperation should promote regional economic integration between neighbouring countries or between countries willing to co-operate more closely on economic issues in view of the completion of the Euro-Mediterranean free trade area and the progressive participation of the more advanced countries in the EU internal market. Regional trade and investment should be encouraged through common rules of origin, liberalisation of services, regulatory approximation and trade facilitation instruments, as well as further support to the Agadir process.
Handel, convergentie van de regelgeving en sociaal-economische ontwikkeling.
