TRADUCTIONS EN CONTEXTE

The scope of cooperation pursuant to the geographic programmes with developing countries, territories and regions under the financing instrument for development cooperation established by Regulation (EC) No 1905/2006 of the European Parliament and of the Council is almost entirely limited to financing measures designed to fulfil the criteria for official development assistance (ODA) established by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (DAC-OECD).

While thematic programmes should primarily support developing countries, some beneficiary countries as well as the overseas countries and territories (OCTs) the characteristics of which do not satisfy the requirements allowing them to be defined as Official Development Assistance (‘ODA’) recipients by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (‘OECD/DAC’) but which are covered by point (b) of Article 1(1) should also be eligible for thematic programmes subject to the conditions laid down in this Regulation.

Considers the set-up of regional economic frameworks and increased regional cooperation among developing countries to be of the utmost importance for the sustainable economic development of those countries; underlines in this respect the importance of South-South trade for the economic development of those countries;

Considers the set-up of regional economic frameworks and increased regional cooperation among developing countries to be of the utmost importance for the sustainable economic development of those countries; underlines in this respect the importance of south-south trade for the economic development of those countries;

Believes that both partners have a common interest in a stable, secure and democratic neighbourhood, and encourages the development of good neighbourly relations in the field of trade and economic cooperation among the countries of the region; stresses that the joint upholding of human rights and implementation of the ENP offer a number of possibilities for multilateral cooperation, not least through the enhanced Neighbourhood Policy toward the East, in order to foster constructive cooperation in the areas of the environment, energy, infrastructure and trade;

Participation in calls for tender or granting subsidy contracts is open to, among others, all physical or moral persons from a Member State of the European Union or resident in one of these, in an acceding country, one which is an official candidate, a member of the European Economic Area, a developing country (as specified by the Development Assistance Committee of the OECD), and international organisations.
De procedures voor aanbestedingen en subsidies staan onder meer open voor alle natuurlijke personen die onderdaan zijn van en alle rechtspersonen die gevestigd zijn in een lidstaat van de Europese Gemeenschap, een toetredingsland, een door de Europese Gemeenschap erkende kandidaat-lidstaat, een lidstaat van de Europese Economische Ruimte of een ontwikkelingsland (zoals gedefinieerd door de Commissie voor ontwikkelingsbijstand (EN) (FR) van de OESO) alsook voor internationale organisaties.

Under this instrument, the European Communities finance measures aimed at supporting geographic cooperation with the developing countries included in the list of aid recipients of the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC).
