8. Recognising the important contribution of bilateral/regional/multilateral cooperative initiatives to improving and sustaining European military capabilities, the Council calls for measures to contribute to improved coherence between these initiatives, with the support of EDA and the EUMC, in order to avoid major gaps or duplications.

It invites the EUMC to review in 2013 the military capability shortfalls and priorities, as input to the Capability Development Plan of the European Defence Agency (EDA) that aims at informing national decisions on defence investments for capability development.

The Council welcomed the approach of the Presidency's food for thought paper A Path for Further Achievements in European Capabilities, discussed by the Ministers for Defence at their informal meeting on October 3 and 4 2003, and directed the PSC to develop proposals in this area including on a new headline goal, with a view to the June 2004 European Council drawing on this paper, on an EUMC information paper, on the French paper Towards a 2010 Headline Goal, on further contributions by Member States and on an opinion from the EUMC.

Welcomes the efforts of the European Monitoring Centre for Racism and Xenophobia (EUMC) to compile the necessary data on racism and xenophobia and analyse it and urges the EUMC to use this information proactively; calls on the EUMC to step up its dialogue with governments and administrative bodies in the Member States;

It welcomed the PSC progress report, on the basis of the opinion of the EUMC, on the implementation of the European Capability Action Plan (ECAP).

The two strands under the responsibility of the EUMC, strand A (which provides the EUMC guidance on the first prioritisation of identified shortfalls) and strand D (which provides lessons identified from EU and non-EU led military operations) were completed and forwarded to EDA for follow-up work on CDP.
