In order to ensure efficient allocation of funds from the general budget of the Union, consistency, complementarity and synergies should be sought between funding programmes supporting policy areas with close links to each other, in particular between the Programme and the Justice Programme established by Regulation (EU) No 1382/2013 of the European Parliament and of the Council (13), the ‘Europe for Citizens’ Programme, the "Europe for Citizens" Programme, the European Union Programme for Employment and Social Innovation established by Regulation (EU) No 1296/2013 of the European Parliament and of the Council (14) and other programmes in the areas of employment and social affairs; home affairs; health and consumer protection; education, training, youth and sport; the information society; enlargement, in particular the Instrument for Pre-accession Assistance (IPA II) and the European Structural and Investment Funds, the common provisions of which are laid down in Regulation (EU) No 1303/2013 of the European Parliament and of the Council (15).

The Programme should, therefore, contribute to promoting the creation of quality and sustainable 'green', 'white' and ICT jobs, as well as to anticipating and developing new skills and competencies for new quality and sustainable jobs, by linking employment and social policies with industrial and structural policies and by supporting a transition towards a resource-efficient and low carbon economy.

1. This Decision establishes the Community Programme for Employment and Social Solidarity, called Progress (the Programme), to support financially the implementation of the objectives of the European Union in the fields of employment and social affairs, as set out in the Commission Communication on the Social Agenda, and thereby contribute to the achievement of the Lisbon Strategy goals in those fields.
1. Hierbij wordt het communautaire programma voor werkgelegenheid en maatschappelijke solidariteit, Progress genaamd (hierna „het programma” genoemd), vastgesteld om de uitvoering van de in de mededeling van de Commissie over de Sociale Agenda vastgestelde doelstellingen van de Europese Unie op sociaal en werkgelegenheidsgebied financieel te ondersteunen en aldus bij te dragen tot de verwezenlijking van de doelstellingen van de Lissabon-strategie op deze gebieden.
