F. whereas the increased interest of countries in the Adriatic and Ionian Region in cooperation and defining joint actions to respond to the challenges by using potential throughout the region, and their continuous effort to achieve synergy, has led to the adoption of the EU Strategy for the Adriatic and Ionian Region (EUSAIR);
F. overwegende dat de toegenomen belangstelling van een reeks landen in de Adriatische en Ionische regio voor samenwerking en het vaststellen van gezamenlijke maatregelen in antwoord op de uitdagingen onder gebruikmaking van het potentieel van de gehele regio, alsmede hun voortdurende inspanningen om synergie te bewerkstelligen, tot de aanneming van de EU-strategie voor de Adriatische en Ionische regio (Eusair) hebben geleid;

Welcomes the Commission communication concerning the European Union Strategy for the Adriatic and Ionian Region and the accompanying action plan; believes it is a vital step in the development of this part of Europe; stresses that the EUSAIR has been created to add value to interventions, whether by the EU, national or regional authorities or private sectors, in a way that significantly strengthens the functioning of the macro-region; highlights the strategy’s prospects for candidate and potential candidate countries in the region; underlines the importance of the strategy being based on the principles of integration, coordination, cooperation and partnership; reiterates the importance of the ‘three NOs’ principle of no new legislation, no new institutions, no new funding, as macro-regions are frameworks for cooperation initiatives, building on synergies resulting from the articulation of different EU policy instruments, including the ESI Funds;
1. is ingenomen met de mededeling van de Commissie betreffende de strategie van de Europese Unie voor de Adriatische en Ionische regio en het bijbehorende actieplan; is van mening dat dit een belangrijke stap is in de ontwikkeling van dit deel van Europa; wijst erop dat de Eusair in het leven is geroepen om waarde toe te voegen aan maatregelen van de EU, de nationale of regionale autoriteiten dan wel de particuliere sector, en wel zodanig dat het functioneren van de macroregio er aanzienlijk door wordt verbeterd; wijst op de perspectieven die deze strategie aan de kandidaat-lidstaten en potentiële kandidaat-lidstaten in de regio biedt; onderstreept dat de strategie gebaseerd moet zijn op de beginselen van integratie, coördinatie, samenwerking en partnerschap; wijst andermaal op het belang van het "driemaal-NEE-beginsel": geen nieuwe wetgeving, geen nieuwe instellingen, geen nieuwe financiering, daar macroregio's het kader vormen voor samenwerkingsinitiatieven die gebaseerd zijn op de synergie welke ontstaat uit de koppeling van verschillende beleidsinstrumenten van de EU, waaronder de Europese structuur- en investeringsfondsen;

– having regard to the opinion of the Committee of the Regions of 26 June 2014 on the EU strategy for the Adriatic and Ionian Region,

25. Calls on the Commission to establish an ongoing dialogue with the non-EU countries of the Adriatic-Ionian sea basin, with a view to concluding bilateral or multilateral agreements with the aim of advancing towards a harmonisation and standardisation of the rules for fisheries management in order to achieve the objectives of the EU Common Fisheries Policy CFP in the Mediterranean while taking full advantage of the framework for collaboration provided by the international and regional fisheries organisations; points out that a strategy for the Adriatic and Ionian seas can only be of added value if all bordering countries, EU and non EU-countries alike, are taken into account;
25. verzoekt de Commissie een permanente dialoog op gang te brengen met de derde landen aan de Adriatische en de Ionische Zee, met als doel bilaterale of multilaterale overeenkomsten te sluiten om vorderingen te maken met de harmonisering en de standaardisering van de visserijregels en het visserijbeheer om de doelstellingen van het Gemeenschappelijk Visserijbeleid (GVB) in het Middellandse-Zeegebied te verwezenlijken, en daarbij volledig te profiteren van het samenwerkingskader dat geboden wordt door de internationale en regionale visserijorganisaties; wijst erop dat een strategie voor de Adriatische en de Ionische Zee alleen meerwaarde kan opleveren als rekening wordt gehouden met alle aangrenzende landen, zowel EU-lidstaten als derde landen;

Sea-basin strategies, such as those for the Baltic, the Atlantic and the Adriatic-Ionian, complement preparations for the new financial framework by identifying common issues, solutions and actions.
